CITY OF COLTON <br />AGENDA REPORT <br />For Council Meeting of. <br />TO: Honorable Mayor and City Council <br />December 3, 1991 <br />FROM: David Michael Davis, City Librarian -0'n'0 <br />SUBJECT: AUTHORIZATION TO ACCEPT $4,000 IN FEDERAL Date:November 27, 1991 <br />LIBRARY SERVICES & CONSTRUCTION ACT (LSCA) <br />FUNDS AND TO ESTABLISH A FEDERAL GRANT <br />EXPENDITURE ACCOUNT <br />BACKGROUND <br />The Colton Public Library, Luque Branch has been awarded $4,000 in <br />Federal Library Services & Construction Act Funds to improve <br />service and purchase books for Spanish speaking populations at the <br />Luque Branch Library. Funds are to be used for the purchase of <br />materials for immigrants to learn English, find employment or <br />housing, respond to medical, legal, or household repair concerns. <br />STATEMENT OF THE PROBLEM <br />Immigration to California, from Latin America & Asia in particular, <br />is changing the makeup of the population in significant ways. In <br />1988, about 90% of California's immigration came from Mexico, <br />Central/South America & Asia. We at the Colton Public Library want <br />to purchase materials for Spanish speaking immigrants which will <br />provide assistance in the process of their adaptation to the United <br />States (e.g., learn English, find employment or housing, respond to <br />medical, legal, or household repair concerns). <br />ALTERNATIVES <br />Without grant funding, such a program could only otherwise be <br />initiated with the City's general funds. <br />FINANCIAL IMPACT <br />This is a no -obligation item to the City. No local matching funds <br />are required. <br />RECOMMENDATION <br />Staff recommends that Council authorize the City to accept $4,000 <br />in Library Services & Construction Act Funds and to establish a <br />Federal Grant Expenditure Account. <br />The Colton Public Library Board of Trustees has reviewed this <br />matter and concurs with this recommendation. <br />City Manager's Concurrence <br />Leslie Str' n, City Manager <br />Attachments: Program Budget <br />Page 1 of_1 <br />Item No. 6 <br />CEN 8 3 i fa <br />FILE NO....��3,.....m�,����.��.� <br />
