CITY OF COLTON <br />AGENDA REPORT <br />For Council Meeting of December 3, 1991 <br />TO: Honorable Mayor and City Council <br />FROM: David Michael Davis, City Librarian.644 <br />SUBJECT: AUTHORIZATION TO APPLY FOR UNITED STATES Date: November 27, 1991 <br />DEPARTMENT OF EDUCATION LITERACY GRANT <br />($30,000) FOR THE LUQUE BRANCH LIBRARY <br />BACKGROUND <br />The Colton Public Library is eligible to apply for $30,000 in <br />Library Services & Construction Act Title VI grant funding to <br />continue literacy programs at the Luque Branch Library during <br />FY 92. The Colton Public Library will continue to recruit and <br />train volunteer tutors and adult learners providing the opportunity <br />to improve their reading and writing skills through one-to-one <br />learner based situations. <br />Unlike current State funding for the Main Library's "Advance to <br />Literacy" program, the U.S. Dept. of Education grant would be <br />specifically targeted for the South Colton area. <br />STATEMENT OF THE PROBLEM <br />The Colton Public Library recognizes that a unique demand exists <br />for one-to-one instruction in basic reading and writing skills for <br />adults in South Colton. The target audience for the program are <br />adults 16 years of age or older whose low reading level and/or <br />attitude toward classroom based learning prevents successful <br />participation in other educational programs. <br />ALTERNATIVES <br />Without grant funding, such a program could only otherwise be <br />continued at the Luque Library with the City's general funds. <br />FINANCIAL IMPACT <br />This is a no -obligation item to the City. No local matching funds <br />are required. <br />RECOMMENDATION <br />Staff recommends that Council authorize the City to apply for <br />United States Department of Education Literacy Grant Funding <br />($30,000) for the Luque Branch Library. <br />The Colton Public Library Board of Trustees has reviewed this <br />matter and concurs with this recommendatio <br />City Manager's Concurrence <br />Leslie S a on, <br />City Manager <br />Attachments: <br />Page 1 of -1— Item No. 7 <br />ELLE NO. i �06. 3 ......... � <br />
