CITY OF COLTON <br />AGENDA REPORT <br />For Council Meeting of <br />TO: Honorable Mayor and City Council <br />December 3, 1991 <br />FROM: Leslie Keane Stratton, City <br />SUBJECT <br />Manager�* <br />, <br />Modification to Health Insurance Benefits <br />Elected Officals and Department Directors <br />Date: 11/26/91 <br />for <br />During the last five years the City has modified its policy on post- <br />retirement health benefits three times. Elected officals and department <br />directors elected/appointed prior to January 1, 1987, who serve 12 years <br />(elected officals) or 20 years (appointed officals), continue to receive <br />City -paid health insurance benefits for themself and all dependents after <br />retirement (Resolution 4598). Elected officals and department directors <br />apponted/elected and retiring between January 1, 1987 and January 1, 1991 <br />receive no post retirement health benefits (Resolution R-33-87). <br />Department directors who are inelgible for benefits identified in <br />Resolution 4598, and all other employees who serve 20 years receive post- <br />retirement City -paid health insurance for themself and their spouse until <br />medicare age (Resolution No. R-48-90). Councilmembers, elected after <br />January 1, 1987 continue to receive no post-retirement health benefits. <br />Resolution 4598 provides insurance coverage only until death of the <br />eligible employee; the newer resolutions are unclear as to the <br />continuation of such benefits. <br />DISCUSSION <br />The proposed resolution would return to all Department Directors and <br />elected officals the health insurance benefits provided by Resolution <br />4598, with the exception of continued dependent coverage beyond that of <br />a spouse. In addition, it would allow for City -paid health insurance for <br />a spouse surviving the death of the employee or elected off ical. Finally, <br />the resolution provides credit for time spent as an elected offical <br />toward eligibility for the Directors' benefit. <br />FISCAL IMPACT; <br />All eligible elected officals and department directors are currently <br />covered by Resolution 4598. It is not anticipated that the cost to <br />convert these employees to coverage allowed by the proposed resolution, <br />and to include other individuals, who become eligible over time, will be <br />signicicant or immediate. <br />Item No. / 0'2 - <br />CENTRAL RECORDS <br />FILE NO..�!.._2................,1 <br />
