TO: HONORABLE MAYOR and CITY COUNCIL
FOR: Council Meeting of 5 February 1991 (
FROM: Jaime R. Aguilera, Director of Community Development , "'
SUBJECT: Second Reading of Ordinance 0-18-90 to Adopt Reche Canyon Specific
Plan. E
BACKGROUND:
As Council will recall, first reading of this item was approved on January 15, 1991. The
V
N
Council approved the Reche Canyon Specific Plan in its entirety with the deletion of new
commercial zoning, the upgrading of lot sizes to 20,000 square feet, and the deletion from
the plan of the property known as Tentative Tract 12201.
"Relco"
D
The Council also decided to include the property as part of the plan despite their
objections, however, the Relco representative was not able to attend the previous Council
meeting and has therefore requested to speak to the council during the second reading
phase of the Ordinance. Staff recognizes that this is not a public hearing, but recommends
p
/'1
that Relco be allowed to speak to the Council.
ANALYSIS:
The Council has undertaken the expense of preparing the Plan for the benefit of the R
community and, for the most part, there is consensus as to the elements of the Plan. The 1l
Draft Environmental Impact Report has been found to be complete and comprehensive
and the Plan has been found to comply with all pertinent State regulations.
RECOMMENDATION:
Staff recommends approval of the second reading and waiver of full reading of the attached
Council Ordinance.
CITY MANAGER'S CONCURRENC
-i;
CITY OF COLTON O
COMMUNITY DEVELOPMENT DEPARTMENT
PLANNING DIVISION
R
Attachments: Ordinance
T
Agenda Report RCSP 0PAGE 1 OF 1
:23{atNlL -.7-9
iENTRAL RECORD
