Aguilera, Director of Community Developmenv;v� <br />SUBJECT: Consider adoption of Mobile Source Air Pollution Reduction Ordinance. <br />BACKGROUND: <br />In order for the City of Colton to receive their share of State funds derived from AB 2766 <br />(Sher) (the imposition of additional motor vehicle registration fees), a Mobile Source Air <br />Pollution Reduction Ordinance must be adopted. <br />The revenues are intended to be used to reduce air pollution from motor vehicles, by <br />enacting enforcing Ordinances and providing staff time and materials to implement the <br />required Ordinances. <br />STATEMENT OF THE PROBLEM: <br />The Council approved the first reading of the Ordinance with the provison that the second <br />reading would not be heard until after the City budget was approved. <br />ANALYSIS: <br />The Council may wish to approve the Ordinance so that we may include the funds in the <br />1991-92 budget process instead of approving a budget now and then amending it later to <br />include the $26,000. <br />FINANCIAL IMPACT: <br />If we do not adopt the Ordinance, we will lose the $26,000 income, yet the State will still <br />expect us to comply with the mandates of the Ordinance. The effect would be to use <br />General fund monies to fund a State mandated program.
