TO: HONORABLE MAYOR and CITY COUNCIL
FOR: Council Meeting of 2 July 1991
FROM: Jaime R. Aguilera, Director of Community Developmenv;v
SUBJECT: Consider adoption of Mobile Source Air Pollution Reduction Ordinance.
BACKGROUND:
In order for the City of Colton to receive their share of State funds derived from AB 2766
(Sher) (the imposition of additional motor vehicle registration fees), a Mobile Source Air
Pollution Reduction Ordinance must be adopted.
The revenues are intended to be used to reduce air pollution from motor vehicles, by
enacting enforcing Ordinances and providing staff time and materials to implement the
required Ordinances.
STATEMENT OF THE PROBLEM:
The Council approved the first reading of the Ordinance with the provison that the second
reading would not be heard until after the City budget was approved.
ANALYSIS:
The Council may wish to approve the Ordinance so that we may include the funds in the
1991-92 budget process instead of approving a budget now and then amending it later to
include the $26,000.
FINANCIAL IMPACT:
If we do not adopt the Ordinance, we will lose the $26,000 income, yet the State will still
expect us to comply with the mandates of the Ordinance. The effect would be to use
General fund monies to fund a State mandated program. Said program has already been
funded this year in the amount of approximately $26,000.00 and a similar amount will be
required next fiscal year.
ENVIRONMENTAL IMPACT:
None
RECOMMENDATION:
Staff Recommends that City Council approve second reading of Ordinance O- -91.
CITY MANAGER'S CONCURRENCE:
Attachments: Ordinance O- -91
U
Agenda Report CC MSAPR PAGE 1 OF 1
G
4
1►1
0
1
W
T
RECORDS c ' r -yl
FILE NO. ,caO..:7 :.............1.-
