Agua Mansa Enterprise Zone - Request for Expansion from Southern <br />Pacific Transportation Company <br />BACKGROUND: <br />In 1989, AB 251 was approved in the State Legislature allowing existing State -designated <br />Enterprise Zones to expand zone areas by 15 %. These regulations provide in enterprise zones <br />of multi jurisdictions, the ability of each jurisdiction to expand its area by 15 %. Additionally, <br />each jurisdiction can move forward with its proposed expansion independent of the other member <br />jurisdictions. <br />Although the 15 % expansion is a one-time provision by the State, the entire expansion effort does <br />not need to take place at once, but can be completed in increments over the life of the Zone; <br />however, the City cannot exceed 241.95 total acres. Regulations also provide that zoning of the <br />area be commercial or industrial and that boundaries be contiguous to the existing zone and <br />continuous. <br />STATEMENT OF THE PROBLEM. <br />Southern Pacific Transportation Company has proposed an intermediate running repair <br />locomotive facility to be located south of the I-10 at Sycamore Avenue. The proposed site, <br />consisting of 22.42 -acres, is adjacent to, but not within, the boundaries of the Agua Mansa <br />Enterprise Zone. It is zoned heavy industrial and is contiguous to the zone boundaries. The <br />company has formally requested, before the AMIGA Executive Board, that the City of Colton <br />consider expansion of its Enterprise Zone boundaries to include proposed project areas. <br />The proposed project consists of a 100,000 -square foot structure, which will more adequately <br />accommodate the changing requirements of the Railroad's locomotive servicing operation than <br />does the existing arrangement at its plant in Los Angeles. The facility will require approximately <br />200 craft, office staff, supervisory and administrative employees with an annual payroll <br />exceeding seven million dollars. While employees will be offered the choice to relocate from the <br />Los Angeles plant to Colton, local hiring is expected to complete staffing requirements.
