CITY OF COLTON <br />AGENDA REPORT <br />For Council Meeting of June 4, 1991 <br />TO: Honorable Mayor and City Council <br />FROM: Helen A. Ramos, Risk Manager <br />SUBJECT: SB 198 Injury and Illness Prevention Program Date: May 31, 1991 <br />Background: <br />According to the California Occupational Safety and Health Act <br />of 1973, every employer in California, has a legal obligation <br />to provide and maintain a safe and healthful workplace for <br />the employees. The California Department of Industrial Relations <br />administers the Cal/OSHA Program. The Division of Occupational <br />Safety and Health within the Department of Industrial Relations <br />has the authority to enforce all laws, standards and orders <br />protecting worker safety and health on the job. <br />Statement of the Problem: <br />Cal/OSHa standards are contained in the California Code of <br />Regulations -Title 8, Industrial Relations. Section 3203 <br />of Title 8, mandates that effective July 1, 1991, every <br />employer shall establish, implement and maintain an effective <br />Injury and Illness Prevention Program. The Program shall be <br />in writing and shall contain the standards outlined in this <br />section. <br />The City Council at the Adjourned Meeting held May 28, 1991, <br />received and heard the proposed City of Colton Injury and <br />Illness Prevention Program.
