CITY OF COLTON <br />AGENDA REPORT <br />at <br />For Council Meeting of April 1992 <br />TO: Honorable yor an a Council <br />FROM: M e s City Manager <br />Date: 4/1/92 <br />SUBJECT: Consider Implementation Of Goals <br />And Objectives Process <br />BACKGROUND: <br />The need exists to establish an annual planning framework for City <br />Departments from which the Management Team can effectively and <br />economically communicate their department's plans and progress to the <br />City Manager. <br />The goals and objectives process consists of two steps: <br />1. A list of primary goals and objectives, including major milestones, <br />measurement criteria and estimated fiscal impacts, is submitted to <br />the City Manager during annual budget preparations. <br />2. A status report which indicates the department's progress towards <br />achieving its goals and objectives is submitted to the City Manager <br />on the tenth day of the months of October, January, April and July. <br />Please refer to the attached "Goals and Objectives Process Handbook". <br />DISCUSSION• <br />To best encourage a strong, department -wide commitment to the <br />departments' annual goals and objectives, departments are encouraged to <br />develop their goals from the program level up. This will allow first <br />line supervisors an opportunity to recommend goals and objectives in <br />areas for which they are responsible. Program level goals and objectives <br />will be submitted to the applicable division/department head, who will <br />compile them and establish his/her own objectives for submission to the <br />City Manager. <br />This process will put departmental goals and objectives "on the record" <br />with the City Manager and City Council, which will strengthen each <br />Management Team member's personal commitment to fulfilling them. <br />The process in requiring the submissioi of four status reports by each <br />department during the year enables us to better quantify each <br />department's progress towards meeting established goals and objectives. <br />Item No._ 13 — <br />
