CITY OF COLTON <br />AGENDA REPORT <br />For Council Meeting of February 4, 1992 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: GORDON R. JOHNSON, PERSONNEL DIRECTOR Date: 1-21-92 <br />SUBJECT: APPROVAL OF UP TO SIX MONTH EXTENSION O THE PROVISIONAL <br />APPOINTMENT OF JOHN AHERN, WATER QUALITY CONTROL SPECIALIST <br />BACKGROUND: Council approved a Water Utilities Management Study to <br />be conducted by Bruce Cash of Utilities Consultants Inc., at the <br />council meeting of February 5, 1991. As part of the study, Mr. Cash <br />evaluated the positions in the Water Division, develop minimum <br />certification and wrote new job descriptions for each position. <br />Before recruitment can begin, a job description that accurately <br />describes the duties and requirements of the position needs to be <br />adopted. Mr. Cash has submitted draft job descriptions for the <br />positions in the Water Division. The job descriptions need to be <br />evaluated by staff before being submitted to Council for approval. <br />The provisional appointment of Mr. Ahern will expire on February 13, <br />1992. The Personnel System Rules and Regulations, Rule IX, Method of <br />Filling Vacancies, Section 6, Provisional Appointment, states "The <br />City Council may, by a four-fifths vote, extend beyond six months, <br />the period for provisional appointment." Council is requested to <br />extend the provisional appointment for six months to allow staff time <br />to review the new job descriptions for the Water Division and recruit <br />for the position. <br />RECOMMENDATION: It is staff's recommendation that the City Council <br />approve an extension of the provisional appointment of John Ahern, <br />Water Quality Control Specialist, of up to six months. <br />Concur <br />City Manager <br />D7:AGNDWQC <br />FILE NO. . 0 3 :� ....... <br />
