Aguilera, Director of Community Developmenoe� <br />SUBJECT: Initiation of proceedings to annex the Cal -Mat Cement property, <br />bounded by Interstate 10 to the north and Colton City limits to <br />the east, south, and west. <br />BACKGROUND: <br />On January 21, 1992, a proposal to resolve the current deficit in the General Fund was <br />presented to the Mayor and City Council. The proposal included guidelines and fiscal <br />policies to resolve the deficit, given the current economic situation. One such measure <br />called for the City to annex the Cal -Mat Cement property. At this time, staff is submitting <br />the following report and resolution to initiate the proceedings for annexation of the above <br />unincorporated property. <br />ANALYSIS: <br />According to the City's Finance Department, the annexation of the Cal -Mat Cement <br />property is estimated to generate, beginning Fiscal Year 1993-94, an annual net tax of <br />approximately $350,000.00. This revenue is derived from the property and franchise tax <br />fees. <br />The process for annexation will be based on the following: <br />1. Local Agency Formation Commission (LAFCO) approval of the annexa- <br />tion. <br />3 <br />City Council approval of the annexation. <br />Property owners approval of the annexation. <br />In case of property ownerprotests, those protests would be considered. <br />advisory at the LAFCO level; mandatory at the City Council level, which <br />may lend to a property owner ballot election should over fifty percent <br />(50%) of the property owners protest. <br />UEN i'RAL RECO,tvS ri <br />q� <br />FILL.
