CITY OF COLTON AGENDA REPORT For Council Meeting of February 4, 1992 TO: Honorable Mayor and City Council r FROM: Helen A. Ramos, City Clerk SUBJECT: Calling and Giving Notice of Special Municipal Election to be Held on June 2, 1992 BACKGROUND: Date: January 29, 1992 At its January 21, 1992 Council Meeting, the City Council adopted Resolution No. R-7-92, Relating to the Submission of Ordinance No. 0-3-92, Establishing Election of Members to the City Council By District, to the voters of the City of Colton on the June 1992 Ballot. DISCUSSION: Staff has prepared the attached resolution calling the election, submitting the ordinance to the voters and requesting consolidation with the County Consolidated Election of June 2, 1992. Elections Code Section 5011 provides that whenever any city measure qualifies for a place on the ballot, the governing body may direct the City Clerk to transmit a copy of the measure to the City Attorney, unless the organization or salaries of the Office of the City Attorney are affected. The City Attorney shall prepare an impartial analysis of the measure showing the effect of the measure. The analysis shall be printed preceding the arguments for and against the measure. The analysis shall not exceed 500 words in length. Ordinance No. 0-3-92 is plainly written, providing the purpose, number of districts, definitions of terms used, manner of election, initial terms of office, eligibility of City Councilmembers after transition period and decribing the district numbers and boundaries. The ordinance will printed in its entirety in the Voter Pamphlet. Elections Code Section 4015 provides that persons filing an initiative petition pursuant to this article may file a written argument in favor of the ordinance and the legislative body may submit an argument against. Elections Code Section 5013 provides authorize certain of its Members to or against a city measure.
