Ramos, City Clerk <br />SUBJECT: Calling and Giving Notice of Special Municipal <br />Election to be Held on June 2, 1992 <br />BACKGROUND: <br />Date: January 29, 1992 <br />At its January 21, 1992 Council Meeting, the City Council adopted <br />Resolution No. R-7-92, Relating to the Submission of Ordinance <br />No. 0-3-92, Establishing Election of Members to the City Council <br />By District, to the voters of the City of Colton on the June <br />1992 Ballot. <br />DISCUSSION: <br />Staff has prepared the attached resolution calling the election, <br />submitting the ordinance to the voters and requesting consolidation <br />with the County Consolidated Election of June 2, 1992. <br />Elections Code Section 5011 provides that whenever any city measure <br />qualifies for a place on the ballot, the governing body may direct <br />the City Clerk to transmit a copy of the measure to the City Attorney, <br />unless the organization or salaries of the Office of the City Attorney <br />are affected. The City Attorney shall prepare an impartial analysis <br />of the measure showing the effect of the measure. The analysis shall <br />be printed preceding the arguments for and against the measure. The <br />analysis shall not exceed 500 words in length. <br />Ordinance No. 0-3-92 is plainly written, providing the purpose, <br />number of districts, definitions of terms used, manner of election, <br />initial terms of office, eligibility of City Councilmembers after <br />transition period and decribing the district numbers and boundaries. <br />The ordinance will printed in its entirety in the Voter Pamphlet. <br />Elections Code Section 4015 provides that persons filing an <br />initiative petition pursuant to this article may file a written <br />argument in favor of the ordinance and the legislative body may <br />submit an argument against. <br />Elections Code Section 5013 provides <br />authorize certain of its Members to <br />or against a city measure. <br />Attachments: 3 -Resolutions <br />that the City Council may <br />file a written argument for <br />Page 1 of 2---- Item No._--! -- <br />FILE NO.._7.42,,.1--------------------- <br />
