CITY OF COLTON <br />AGENDA REPORT <br />For Council Meeting of February 18. 1992 <br />TO: Honorabl a r an it <br />FROM: Za no c Development Director <br />SUBJECT: Date: February 18, 1992 <br />DESIGNATION OF RECYCLING MARKET DEVELOPMENT ZONE <br />BACKGROUND: In 1989, AB 1322 was approved in the State Legislature creating Recycling Market Development <br />Zones. These zones are similar to the Enterprise Zones managed by the State Department of Commerce, except that <br />the Recycling Market Development Zones seek to attract and retain recycling industries. <br />DISCUSSION. The Integrated Waste Management Act of 1989 mandates that cities and counties divert twenty five <br />percent (25%) of their waste stream from landfills by 1995, and fifty percent (50%) by the year 2000. In order to <br />meet these mandates, the markets for recyclable materials need to be expanded. With most cities and counties in the <br />state implementing full-scale recycling programs, the existing markets for this material are becoming flooded; the <br />supply of materials is increasing while demand remains static. In order to increase demand, it is essential that new <br />recycling businesses are developed to use the resources we will be capturing from our waste stream. <br />California Integrated Waste Management Board has opened the application process for designation of eight (8) <br />Recycling Market Development Zones. The Agua Mansa Enterprise Zone Marketing Committee is preparing an <br />application for zone designation on behalf of the Agua Mansa Industrial Growth Association ("AMIGA "). The <br />County of Riverside is serving as the lead agency in the application process. The proposed boundaries of the new zone <br />would mirror those for the existing Enterprise Zone and serve as a zone overlay to the Enterprise Zone. <br />With the designation of a Recycling Market Development Zone, the State provides technical assistance related to zone <br />administration and shares leads and provides up to five million -dollars per year in low interest loans to recycling <br />businesses. These state economic incentives offered through the Recycling Development Zones, coupled with <br />Enterprise Zone incentives, will provide the tools to bring new economic vitality to our communities and strengthen <br />the local markets for recyclable materials as well as complement future development of Materials Recovery Facilities. <br />As a component to the Recycling Zone application, it is necessary that each jurisdiction in the Enterprise Zone, as <br />well as the AMIGA Executive Board, adopt a Resolution designating the Agua Mansa Enterprise Zone as a <br />Recycling Market Development Zone. <br />RECOMMENDATION: Staff recommends that the City Council adopt the attached Resolution by title as: <br />A Resolution Of The City Council Of The City Of Colton, California, Designating That A Portion Of The Of The Agua <br />Mansa Enterprise Zone As A Recycling Market Development Zone Lying Within The City Of Colton <br />- Report prepared by Wendy Jo Holland, Economic/Redevelopment Associate <br />Attachments: Resolution <br />Page 1 of --- Item No. <br />!� <br />"EN TRAL RECORDS p <br />FILE NO..�i;.[X�.� ..............1..� <br />
