Hutton, Director of Public Works <br />Date: December 11 , 1991 <br />SUBJECT: Approval of Contract Award for Removal of <br />Sludge to L. Curti Truck and Equipment <br />BACKGROUND: <br />The Water Quality Control Plant periodically has sludge to be removed from the plant. <br />This sludge must be removed by haulers approved by the State of California. Two years <br />ago L. Curti Truck and Equipment was the sole source for hauling sludge. Last year <br />there were two companies, and quotes were obtained from both. <br />DISCUSSION: <br />This year the Purchasing Department sent out notice inviting bids for the sludge <br />hauling. Three bids were received from the following: <br />1. L. Curti Truck and Equipment <br />Cost - $29/ton, fixed rate for hauling. <br />2. Pima Gro Systems, Inc. <br />Cost - $28.41/ton plus fuel cost increases. <br />3. Western Advanced Systems & Technologies for the Environment, Inc. <br />Cost - $25.70/ton plus cost to City for rent of loader. <br />Staff has reviewed the bids, and found that the bids from the Pima Group and Western <br />Advanced are variable fees that can cost the City more than the bid by L. Curti. <br />FINANCIAL IMPACT: <br />The removal of sludge is a budgeted item. <br />RECOMMENDATION: <br />Staff recommends that Council award the sludge removal contract to L.
