CITY OF COLTON <br />AGENDA REPORT <br />For Council Meeting of January 21, 1992 <br />TO: Honorable Mayor and City Council <br />FROM: Helen A. Ramos, City Clerkf <br />SUBJECT: Consider Resolution Placing a Councilmanic District Date: January 16, 1992 <br />Ordinance on the June 1992 Ballot <br />BACKGROUND: <br />Colton as a general law city, absent an ordinance to the contrary, <br />elects its council members from the community at large. Government <br />Code Section 34871 allows cities, with a vote of the people, to <br />adopt an ordinance establishing electoral districts and to elect <br />council members "by" or "from" districts. <br />As Council is aware, the "Colton Voters for Fair Representation <br />Committee" submitted an initiative petition on October 10, 1991, <br />designed to place an ordinance on the ballot establishing the <br />election of council members "by" six districts. This petition was <br />rejected by the Council as defective on December 3, 1991. At that <br />same meeting, Council formed a six member citizen task force to <br />draft a sufficient ordinance, and adopted a resolution pledging <br />to place the matter of councilmanic districts on the June 1992 <br />ballot. <br />The task force met four times and on December 17, 1991, presented <br />a boundary map with six councilmanic districts for Council <br />consideration. The map was approved unanimously by the Council <br />and staff and the task force were directed to prepare the <br />implementing ordinance. <br />DISCUSSION: <br />The attached ordinance incorporates the boundary map approved by <br />the Council on December 17. It provides that, effective with the <br />November 1992 election, the residents of Colton will elect six <br />council members by district. Council candidates must reside within <br />a particular district and election shall be by registered voters <br />of that district. <br />As proposed, three current council members reside within District <br />No. 2; two of whose terms will expire in 1992 (Councilmembers Lofy <br />& Rehrer) and one whose term will expire in 1994 (Councilmember Roman). <br />The proposed ordinance allows Councilmember Roman to run immediately <br />in District No. 2 or to serve out the balance of his term in another <br />Attachments: Res <br />Ord. <br />Page 1 oft Item No. ^""— <br />Iry i NAL.
