CITY OF COLTON <br />AGENDA REPORT <br />For Council Meeting of July 7, 1992 <br />TO: Honorable Mayor and City Council <br />FROM: David Michael Davis, City Librarian <br />.0 0 <br />SUBJECT: AUTHORIZATION TO ACCEPT U.S. DEPARTMENT OF Date: June 22, 1992 <br />EDUCATION LIBRARY LITERACY GRANT ($24,826) <br />FOR THE LUQUE BRANCH LIBRARY <br />BACKGROUND <br />The Colton Public Library has been granted $24,826 in Library <br />Services & Construction Act Title VI grant funding to continue <br />literacy programs at the Luque Branch Library during FY 92-93. <br />The grant will support a Literacy Coordinator for the Luque Branch <br />in order to recruit and train volunteer tutors and adult learners <br />providing the opportunity to improve their reading and writing <br />skills through a one-to-one learner based situation. <br />Unlike current State funding for the Main Library's Advance to <br />Literacy" program, this U.S. Department of Education grant is <br />specifically targeted for the South Colton area. <br />STATEMENT OF THE PROBLEM <br />The Colton Public Library recognizes that a unique demand exists <br />for one-to-one instruction in basic reading and writing skills for <br />adults in South Colton. The target audience for the program are <br />adults 16 years of age or older whose low reading level and/or <br />attitude toward classroom based learning prevents successful <br />participation in other educational programs. <br />ALTERNATIVES <br />Without grant funding, such a program could only otherwise be <br />continued at the Luque Library with the City's general funds. <br />FINANCIAL IMPACT <br />This is a no -obligation item to the City. No local matching funds <br />are required. <br />RECOMMENDATION <br />Staff recommends that Council authorize the City to accept a United <br />States Department of Education Literacy Grant for the Luque Branch <br />Library. <br />The Colton Public Library Board of Trustees has reviewed his <br />matter and concurs with this recommendation. <br />City Manager's Concurrenc <br />?Mark Lewis, City Manager <br />Attachments: PROGRAM BUDGET <br />Page 1 of_ __1 Item No. <br />
