CITY OF COLTON <br />AGENDA REPORT <br />For Council Meeting of July 7, 1992 <br />TO: Honorable Mayor and City Council <br />FROM: F.v6hr, , Interim Public Utilities Director <br />SUBJECT: Approval of Amendment No. 3 for Wastewater DATE: July 1, 1992 <br />Facilities Operations, Maintenance, and <br />Management Services <br />BACKGROUND <br />Since October 4, 1989, the City has had an agreement with Operations Manage- <br />ment International, Inc., (OMI) for operations, maintenance and management <br />services for the City's wastewater treatment plant and collection system. The <br />term of the agreement is 5 years. The agreement provides that base fees for <br />OMI's services shall be negotiated between the City and OMI on an annual <br />basis, and further provides that changes in scope of services and fees may be <br />negotiated, as regulatory, operating, and other conditions dictate. Amendment <br />3 to the agreement provides for services and compensation during FY 92/93. <br />DISCUSSION <br />Since April, City staff and consultants have met with representatives of OMI <br />on a number of occasions to discuss necessary changes to the agreement and <br />fees for services during FY 92/93. Major changes to the agreement, which are <br />covered by this Amendment No. 3, are as follows: <br />1. The base fee for services has been adjusted from $878,596 in FY 91/92 to <br />$896,873 in FY 92/93, an increase of 2.08%. This adjustment is in accor- <br />dance with a base fee adjustment formula contained in the agreement and <br />is tied to the Consumer Price Index. <br />2. It reflects the addition of 1 full time employee to the project at a <br />cost of $49,600 for FY 92/93. This will bring the overall staffing <br />level to 9. Although this still falls short of EPA guidelines for staff- <br />ing of municipal wastewater treatment plants, it will enable OMI to un- <br />dertake a more comprehensive maintenance effort than in the past. In <br />addition to a number of major equipment repair projects, OMI has com- <br />mitted to painting plant buildings and tanks, and carrying out a <br />landscape upgrade program. The amendment does not provide for any in- <br />creases in OMI staff salaries at City expense. <br />Page 1 of 2 Item No.�_ <br />
