Aguilera, Director of Community Development <br />SUBJECT: Adoption of an Annexation Strategy E <br />PROPOSED POLICY: N <br />Please find attached a map of the City of Colton highlighting the areas within the sphere <br />of influence that -re proposed to be annexed. You may also note that each area is D <br />numbered, signifyi, ig the order of priority. <br />The following is a brief description of each area: <br />• Priorty area one (1) is known as the "Agua Mansa" area and has already been A <br />annexed. <br />• Priority area two (2) is known as the "Cal -Mat" property and is currently the subject <br />of the City's annexation effort. It is expected to begin development of smaller <br />industrial parcels within the next five to ten years. <br />R <br />• Priority area three (31 is known as the "South La Cadena Commercial/La Loma <br />Hills Area". It is zoned Commercial and is witness to substandard housing and <br />marginal businesses, mostly involved with outdoor storage of materials and <br />vehicles. It is expected that the existing uses will give way to more modern buildings <br />E <br />and uses, catering to the increase in vehicular traffic induced by the proposed Train <br />Depot/Park and Ride facility on La Cadena and Rancho Avenue. The residential <br />area consists largely of developed, hilly terrain. <br />P <br />• Priority areas four (4) and five (5 are known as "Reche Canyon". It consists of <br />Residential Estate zoning with mostly hilly, vacant terain. <br />"Stover <br />0 <br />• Priority area six (6) is known as the Mountain" residential pocket. It is <br />zoned Residential and is fully urbanized. Historically, the residents prefer to be in <br />the County and have protested annexation efforts in the past. The area is almost <br />entirely sewered by septic tanks and its mutual water company may soon not be <br />R <br />able to meet requirements. The area is generally considered a liability in terms of <br />revenue versus services required.
