CITY OF COLTON <br />AGENDA REPORT <br />For Council Meeting of July 7, 1992 <br />TO: Honorable Mayor and City Council <br />FROM: Julie Biggs, Attorney <br />SUBJECT: Date: June 7, 1992 <br />NON -EMERGENCY AMBULANCE FRANCHISE ORDINANCE <br />The enclosed ordinance regarding ambulance services within the City of Colton covers primarily non -emergency <br />transportation and stand-by at special events, but it also contains provisions relating to emergency ambulance services. <br />Although the County of San Bernardino has taken the position that cities cannot regulate emergency ambulance <br />services, we believe that the City is able to charge a business license fee for those services. The ordinance permits <br />the City to determine, on a case by case basis, whether it is necessary and appropriate to issue a franchise to ani <br />particular provider of ambulance services for non -emergency transportation of patients. <br />Should the City elect to become such a provider, nothing in this ordinance would prevent the City from authorizing <br />itself as a franchisee under the terms provided. <br />Attachments: <br />Page 1 of -1 Item No._ 23 <br />
