Aguilera, Director of Community DevelopmeAP/ G <br />SUBJECT: Appeal of Planning Commission Decision for <br />File Index Number DC -73-91. <br />E <br />BACKGROUND: <br />On December 3, 1991, the applicant, Spectrum Carwashes Inc., submitted an application N <br />for a conditional use permit and design review of a full service carwash, to be located at <br />the southeast corner of Mount Vernon Avenue and Center Pointe Drive. The application <br />was processed through the Environmental Review process, and several times through the <br />Design Review process, before the project was reviewed by the Planning Commission on <br />February 11, 1992. On that date, on a 3-2 vote, the Planning Commission made a finding <br />that the proposal was not compatible with its surroundings and denied the conditional use <br />permit. The applicant subsequently submitted an appeal of the Planning Commission <br />decision that included a letter addressed to the City Council, which is attached to this A <br />report. <br />DESCRIPTION: <br />The proposed request is for a Conditional Use Permit and Design Review for the <br />construction of a full-service carwash at the southeast corner of Mount Vernon Avenue R <br />and Center pointe Drive, in the Cooley Ranch. The site will additionally provide gasoline <br />to its patrons and will include a small retail sales area to accomodate waiting customers. <br />The site will service approximately 200 to 250 vehicles each day, with a crew of eight to <br />ten employees per shift, and will be in operation from 8:00 a.m. to 6:00 p.m. every day. E <br />ANALYSIS: <br />The proposed project is located within a fully developed commercial area at the south end P <br />of the City and is surrounded by food establishments, retail shopping centers and office <br />complexes. The building is of Spanish architecture and is complimented with latticed <br />patios and extensive landscaping, including a water scape feature with spanish style O <br />benches in a park -like setting, thereby encouraging a high standard of quality. It is staff's <br />opinion that the proposal will be consistent with all current and future uses in the <br />surrounding vicinity. <br />R <br />At the Planning Commission meeting, additional information was presented to the Com- <br />mission.
