Zamora, Economic Development Directo <br />SUBJECT: Date: May S, 1992 <br />Resolution Of The City Council Of The City Of Colton Approving A Certain Members' <br />Settlement Agreement And A Certain Joint Exercise Of Powers Agreement Creating An <br />Agency To Be Known As The San Bernardino Regional Airport Authority <br />Resolution Of The City Council Of The City Of Colton Appointing Certain Representatives <br />To Serve On The San Bernardino Regional Airport Authority <br />BACKGROUND: The Inland Valley Development Agency ("IVDA") was previously formed by and <br />amongst the City of San Bernardino, the County of San Bernardino, the City of Loma Linda and the City <br />of Colton. It was formed for the purpose of determining whether the redevelopment of Norton Air Force <br />Base ("NAFB ") and properties adjacent and in proximity thereto would be feasible for the purposes of <br />preserving and creating employment opportunities necessitated by the announced closure of NAFB. In <br />furtherance of its goals, the IVDA has previously adopted its Redevelopment Plan for the Inland Valley <br />Redevelopment Project. <br />In connection with the formation of the IVDA and the undertaking of redevelopment activities, the <br />City of Redlands initiated certain litigation which litigation was joined by various other parties including, <br />but not limited to, the City of Highland. The parties to said litigation have been in negotiations in an <br />attempt to resolve their differences and, as a result of such negotiations, the parties have deemed it <br />desirable to enter into a certain Settlement Agreement which is by and between the members of the IVDA <br />and the Cities of Redlands and Highland. In addition, the same parties have also deemed it desirable <br />to form a new and separate Joint Powers Authority which is to be known as the San Bernardino Regional <br />Airport Authority and to appoint members to serve on such Joint Powers Authority. <br />DISCUSSION: The first Resolution set forth above authorizes the approval and execution of the <br />members' Settlement Agreement as well as the Joint Powers Agreement which creates the San Bernardino <br />Regional Airport Authority. The second Resolution above provides for the implementation of the <br />Joint Powers Agreement through the appointment of elected officials of the City of Colton to act as the <br />primary representative and alternative representative of the newly formed San Bernardino Regional <br />Airport Authority. <br />RECOMMENDATION: Staff re mends <br />'Lilci <br />Attachments: Resolutions <br />Page 1 of - <br />adoption of the above referenced resolutions. <br />Item No.. c?�-3 <br />
