CITY OF COLTON <br />AGENDA REPORT <br />For Council Meeting of MAY 19, 1992 <br />TO: Honorable Mayor and City Council <br />FROM: DAVID MICHAEL DAVIS, CITY LIBRARIANo <br />SUBJECT: SUBMISSION OF CALIFORNIA LIBRARY SERVICES Date: APRIL 29, 1992 <br />ACT (CLSA) "CALIFORNIA LITERACY CAMPAIGN" <br />GRANT APPLICATION <br />BACKGROUND <br />The Colton Public Library is eligible to apply for CLSA funding in <br />the amount of $50,000 from the California State Library for FY <br />92-93. This is the fifth year of a five year non-renewable grant. <br />Funds will be utilized for staff salaries & benefits, office <br />supplies, special tutorial supplies, promotional materials, <br />purchase of the literacy trailer, and the purchase of books and <br />audio-visual materials. <br />STATEMENT OF THE PROBLEM <br />The Colton Public Library recognizes that a continuing demand <br />exists for one-to-one instruction in basic reading and writing <br />skills for adults. According to the California Department of <br />Education, 20% of the adult population 16 years and older cannot <br />read. This is the population that the Colton Public Library's <br />literacy program seeks to serve. <br />_ALTERNATIVES <br />Without grant funding, such a program can only otherwise be <br />continued with the City's General Fund. <br />FINANCIAL IMPACT <br />This is a no -obligation item to the City. No local matching funds <br />are required. <br />RECOMMENDATION <br />Staff recommends that Council authorize the City to submit the CLSA <br />California Literacy Campaign Grant Application for FY 92/93.
