CITY OF COLTON <br />AGENDA REPORT <br />For Council Meeting of October 20, 1992 <br />TO: Honorable Mayor and City Council <br />FROM: David Michael Davis, City Librarian <br />SUBJECT: Authorization to Accept California Library <br />Services Act (CLSA) California Literacy <br />Campaign" Grant in the Amount of $47,928 <br />4,Db .'�) <br />Date: September 28, 1992 <br />BACKGROUND <br />The Colton Public Library has been granted $47,928 in CLSA funding <br />from the California State Library for FY 92-93. This is the fifth <br />and final year the Colton Public Library is eligible for this type <br />of grant funding. Funds will be utilized for staff salaries & <br />benefits, office supplies, special tutorial supplies, promotional <br />materials and the purchase of books and audio-visual materials. <br />STATEMENT OF THE PROBLEM <br />The Colton Public Library recognizes that a continuing demand <br />exists for one-to-one instruction in basic reading and writing <br />skills for adults. According to the California Department of <br />Education, 20% of the adult population 16 years and older cannot <br />read. This is the population that the Colton Public Library's <br />literacy program seeks to serve. <br />ALTERNATIVES <br />Without such grant funding, a literacy program of such dimensions <br />could only otherwise be continued with the City's General Fund. <br />FINANCIAL IMPACT <br />This is a no -obligation item to the City. No local matching funds <br />are required. <br />RECOMMENDATION <br />Staff recommends that Council authorize the City to accept CLSA <br />funding in the amount of $47,928 for FY 92/93.
