CITY OF COLTON
AGENDA REPORT
For Council Meeting of October 20, 1992
TO: Honorable Mayor and City Council
FROM: David Michael Davis, City Librarian
SUBJECT: Authorization To Accept a California Date: October 5, 1992
Department of Education Local Assistance
Library Grant in the Amount of $3,734 and
to Establish New Revenue and Expenditure Accounts
BACKGROUND
The Colton Public Library has been granted $3,734 in California
Department of Education Local Assistance Grant funding. These
funds will be used to supplement the library's current literacy
services. Activities will include: (1) purchase of supplementary
instructional materials and supplies, (2) in-service training for
personnel, and (3) counseling and guidance services.
STATEMENT OF THE PROBLEM
The Colton Public Library recognizes that a continuing demand
exists for one-to-one instruction in basic reading and writing
skills for adults. According to the California Department of
Education, 20% of the adult population 16 years and older cannot
read. This is the population that the Colton Public Library's
literacy program seeks to serve.
ALTERNATIVES
Without grant funding, such a program can only otherwise be
continued with the City's General Fund.
FINANCIAL IMPACT
This is a no -obligation item to the City. No local matching funds
are required.
RECOMMENDATION
Staff recommends that Council authorize the City to accept a
California Department of Education Local Assistance Grant in the
amount of $3,734 and to establish new revenue and expenditure
accounts. The Colton Public Library Board of Trustees has reviewed
this matter and concurs with this recommend uion.
City Manager's Concurrence
Mark Lewis, City Manager
Attachments
Page 1 of --- 1
Program Budget
Item No.
