CITY OF COLTON <br />AGENDA REPORT <br />For Council Meeting of <br />AUGUST 2, 1994 <br />TO: Honorable Mayor and City Council <br />FROM: DAVID MICHAEL DAVIS, CITY LIBRARIAN'S <br />AUTHORIZATION TO ACCEPT A U.S. DEPARTMENT <br />SUBJECT: OF EDUCATION LITERACY GRANT ($24,642) FOR Date: JULY 27 , 1994 <br />THE LUQUE BRANCH LIBRARY (OCTOBER 1, 1994 - <br />SEPTEMBER 30,, 1995) <br />BACKGROUND <br />The Colton Public Library has been awarded $24,642 in Library Services <br />& Construction Act Title VI Grant Funding to continue literacy <br />programs at the Luque Branch Library. The Colton Public Library will <br />continue to recruit and train volunteer tutors and adult learners <br />providing the opportunity to improve their reading and writing skills <br />through one-to-one learner based situations. <br />Unlike current State funding for the Main Library's "Advance to <br />Literacy" and "Families for Literacy" programs, the U.S. Dept. of <br />Education Grant is specifically targeted for the South Colton area. <br />STATEMENT OF THE PROBLEM <br />The Colton Public Library recognizes that a unique demand exists for <br />one-to-one instruction in basic reading and writing skills for adults <br />in South Colton. The target audience for the program are adults 16 <br />years of age or older whose low reading level and/or attitude toward <br />classroom -based learning prevents successful participation in other <br />educational programs. <br />ALTERNATIVES <br />Without grant funding, such a program could only otherwise be <br />continued at the Luque Branch Library with the City's General Funds. <br />FINANCIAL IMPACT <br />This is a no -obligation item to the City. No local matching funds are <br />required. <br />RECOMMENDATION <br />Staff recommends that Council. a-..hurize the City to accept United <br />States Department of Educati )n T..,_teracy Grant Funding ($24,642) for <br />the Luque Branch Library (Oce obe 1, 1994 - September 30, 1995). <br />The Colton Public Library Board of Trustees has reviewed this matter <br />and concurs with this recommendation. <br />City Manager's Concurrence <br />Attachments: PROGRAM BUDGET <br />Page 1 of _I — Item No. <br />
