Martinez, City Manager <br />0 <br />FROM: David Michael Davis, City Librarian OP <br />SUBJECT: AUTHORIZATION TO APPLY FOR U.S. DEPARTMENT OF EDUCATION <br />LITERACY GRANT (APPROX. $24,000) FOR THE LUQUE BRANCH LIBRARY <br />BACKGROUND <br />The Colton Public Library is eligible to apply for approximately $24,000 in Library Services & Construction <br />Act Title VI grant funding to continue literacy programs at the Luque Branch Library during FY 95. The <br />Colton Public Library will continue to recruit and train volunteer tutors and adult learners providing the <br />opportunity to improve their reading and writing skills through one-to-one learner based situations. <br />Unlike current State funding for the Main Library's "Advance to Literacy" and "Families for Literacy" <br />programs, the U.S. Department of Education grant would be specifically targeted for the South Colton area. <br />STATEMENT OF THE PROBLEM <br />The Colton Public Library recognizes that a unique demand exists for one-to-one instruction in basic reading <br />and writing skills for adults in South Colton. The target audience for the program are adults 16 years of age or <br />older whose low reading level and/or attitude toward classroom based learning prevents successful participation <br />on other educational programs. <br />ALTERNATIVES <br />Without grant funding, such a program could only otherwise be continued at the Luque Library with the City's <br />general funds. <br />FINANCIAL IMPACT <br />This is a no -obligation item to the City. No local matching funds are required. <br />RECOMMENDATION <br />Staff recommends that Council authorize the City to apply for U.S. Department of Education Literacy Grant <br />Funding (approx. $24,000) for the Luque Branch Library. The Colton Public Library Board of Trustees has <br />reviewed this matter and concurs with this recommendation. <br />Page 1 of 1 Item No. 6 <br />
