Lavin, Water Utilities Manager° <br />SUBJECT: <br />Approval of Agreement for the Colton -Riverside Basin <br />Water Resources Management Task Force <br />BACKGROUND: <br />Date: <br />In April, 1992 SAWPA began discussions with water users from Orange County <br />Water District and Western Municipal Water District regarding the conjunctive <br />management of local and imported water and wastewater, In September, 1992 the <br />parties had agreed that SAWPA should form a new Project Agreement Committee <br />to administer and manage Project 16. <br />DISCUSSION: <br />Project 16 consists of the following: Wastewater Quality Enhancement and <br />Relocation of Wastewater Discharge, this project relates to water quality <br />improvements at the Colton, San Bernardino and Rialto treatment plants; Riverside <br />Basin Salt Export and Seasonal Storage, this project aims at production of TDS <br />groundwater for river discharge and blending; Colton Basin Restoration and Water <br />Supply Project, this project involves the improvement of groundwater quality for a <br />portion of the Colton Basin; Riverside Basin Restoration and Water Supply Project, <br />this is a water supply project intended to accept high quality run-off. <br />FINANCIAL IMPACT: <br />None, fees paid last fiscal year. <br />RECOMMENDATION: <br />Staff recommends that Council approve the City of Colton's participation in the <br />Colton -Riverside Basin Water Resources Management Project (Project 16) and <br />authorize the City Manager to execute the attached Agreement to Form the Colton - <br />Riverside Basin Water Resources Management Task Force. <br />LJ/I j <br />Attachments: <br />Page 1 of _ _ Item No.! <br />
