CITY OF.COLTON <br />AGENDA REPORT <br />For Council Meeting of FEBRUARY 15, 1994 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />rPorat.., <br />1887 <br />If 0S <br />DATE: February 9, 1994 <br />FROM: JOHN HUTTON <br />PUBLIC WORKS DIRECTOR <br />SUBJECT: ALLOCATE FUNDING FOR THE SEISMIC RETROFIT DESIGN OF THE SOUTH MT. <br />VERNON AVENUE, BRIDGES OVER THE SOUTHERN PACIFIC AND SANTA ANA RIVER <br />-- 100% REIMBURSABLE RTIP FUNDED PROJECT <br />BACKGROUND: <br />The Loma Prieto earthquake in October 1989 prompted the State Legislature to <br />provide a funding mechanism for the retrofitting of bridges in the State of <br />California. The City submitted an application for this funding source, but <br />at that time, the Cal-Tran's program required a substantial local share <br />participation, up to twenty percent of the project cost. In addition, the <br />local fundings was difficult to generate, and the status of the application <br />became near dormant. <br />Approximately a year ago, Cal -Trans returned with the willingness to fund two <br />South Mt. Vernon bridges on a 100% reimbursable plan. Application was made <br />to have this project placed on the RTIP, which was successful. Cal -Trans <br />proceeded to prepare the structural portion of the P.S.&E. <br />(see attachment "A'" for location map) <br />On December 28, 1993, Cal -Trans submitted the P.S.&E. to the City of Colton, <br />with directions to follow up with the completion of the non-structural <br />portion of the P.S.&E. documentation for their review and approval. <br />` As soon as the program supplement (not yet received by the City) is signed by <br />both parties and the plans approved by Cal -Trans, the project would be <br />authorized by Cal -Trans for advertising. <br />FINANCIAL IMPACT: <br />The initial seed monies would be in the amount of $15,000.00, but would be <br />100% reimbursable back to the City. <br />N <br />
