CITY OF COLTON
AGENDA REPORT
For Council Meeting of June 21. 1994
TO: Honorable Mayor and City Council
FROM. Randy Anstine Recreation & Human Services Director ;w
SUBJECT: Authorize The Hiring DATE. JUNE 13, 1994
Freeze Lift On Vacant Childcare
Positions (Grant Funded).
To maintain licensing requirements pertaining to student4eacher ratio for the City's latchkey
program, it is requested that the hiring freeze be lifted for all current and future budgeted vacant
positions. We must be able to fill vacant positions to maintain our State Department of Education
Grant Moneys and continue operating under the Health and Safety Code of the State Licensing 22
Regulations.
Costs for the positions are charged to the grant funds and do not impact the City's general fund.
In addition, staff has proposed reduction of the remaining Site Supervisor positions from full-time
permanent status to part-time/permanent status. This will be a savings in employee benefits of
$29,169.96 annually.
Recommendation: Mayor and Council lift the hiring freeze on all current and vacant child care
positions and reduce Site Supervisor positions to part-time permanent.
CITY MANAGER'S CONCURR CE:
Report prepared by.
