<br />Mayor Beltran read in full Resolution No. 3598, regarding the establishment of Youth Bureaus to serve Colton, San
<br />Bernardino and Riverside, through the Los Padrinos of San Bernardino, Inc.
<br />Moved by Councilwoman Cisneros, seconded by Councilman Gonzales, to approve Resolution No. 3598. Vote was unanimous.

<br />meet for an Adjourned Regular Meeting on Monday, April 12, 1976, at 5:00 p. m., in the Council Chambers of City
<br />Hall.

<br />In accordance with notice duly and legally given, an Adjourned Regular Meeting of the City Council of the City of
<br />Colton was held on the above given date at 5:00 p. m., in the Council Chambers of City Hall, Mayor Beltran presid-
<br />ing.

<br />Council members present were Hayes, Cisneros, Rehrer, Gonzales, and Mayor Beltran. Also present were City Manager
<br />Huffaker, City Attorney Edwards, and City Clerk Ramos. Guest speakers from HUD were Mr. Earl Fields and Mr. Bruce
<br />Daniels.
<br />Community Development Block Grant
<br />Mayor Beltran stated that the meeting this afternoon will be directed toward the Community Development Block Grant
<br />as it applies to the City of Colton.
<br />Mayor Beltran then introduced Mr. Earl Fields, Program Manager for HUD.
<br />Mr. Fields thanked the Mayor and Council members for holding a meeting especially to discuss this block grant. Mr.
<br />Fields discussed the philosophy and phases of the Housing and Community Development Act of 1974 and items that relate
<br />to programs under the block grant.
<br />Mr. Fields acknowledged that there is much more involved in the applications and activities than any realizes, and
<br />that he and Mr. Daniels are here this evening to discuss in detail the block grant application, the requirements,
<br />rules and regulations, completion of forms, etc., and to assist the City in any way possible.
<br />Mr. Bruce Daniels, Community Planning and Development Representative for HUD, also thanked the City Council for the
<br />opportunity to speak on Community Development Block Grant applications and stated that the meeting will consist of
<br />an orientation session this evening.
<br />Mr. Daniels began his presentation by reading passages from the Housing and Community Development Act of 1974, speci-
<br />fically relating to Title I, Community Development Block Grants, and Title II, Assisted Housing. Mr. Daniels then
<br />reviewed Section 8, under Title II, the Housing Assistance Plan, which is a separately funded program, Section 213,
<br />Chief Executive Review and Comment, which allows a thirty -day review period by the City Council of programs or develop-
<br />ments under Section 8.
<br />Mayor Beltran asked if the City will have to submit a Housing Element plan with their third year application.
<br />Mr. Daniels answered yes, a Housing Assistance Plan must be submitted every year.
<br />Mr. Fields then explained the procedures concerning Housing Assistance Plan applications and Housing Assistance
<br />Plan payments, which is also a function under Section 8.
<br />Mr. Daniels continued that he would now like to discuss the basic objectives and purposes of the Community Development
<br />Block Grant Program, which he read from the report dated June 9, 1975, Subpart A - General Provisions, Section
<br />570.2, page 24694, reviewing each item under this section.
<br />Mr. Daniels explained that the City of Colton is considered a "Hold -harmless" City and will receive what is known
<br />as a Hold -harmless Grant. Mr. Daniels then reviewed the method followed for obtaining grants and funding for programs
<br />under the Hold -harmless Grant procedures, as indicated in Section 570.103, page 24696.
<br />Mr. Daniels reviewed the portion entitled "Eligible Activities" as outlined in Subpart C, Section 570.200, pages
<br />24698 and 24699, and "Ineligible Activities", Section 570.201, page 24699, discussing each item under both sections.
