RAMOS <br />City Clerk <br />City of Colton <br />ADJOURNED COUNCIL MEETING <br />July 8, 1976 <br />In accordance with notice duly and legally given, an Adjourned Regular Meeting of the City Council of the <br />City of Colton was held on the above given date at 7:30 p. m., in the Council Chambers of City Hall, Mayor <br />Beltran presiding. <br />ROLL CALL: <br />Council members present were Hayes, Cisneros, Rehrer, Gonzales, and Mayor Beltran. Also present were City <br />Manager Huffaker, City Attorney Edwards, and City Clerk Ramos. <br />BUILDING AND SAFETY: <br />Building Code <br />City Manager Huffaker reported that a request made by Mr. Morrison for Final Inspection of his home at 2089 <br />Ohio Street was referred to the City Attorney. <br />City Attorney Edwards stated that he has had extended discussions with Mr. Morrison however, he has not been <br />able to assist him in this matter. <br />Mr. Morrison addressed the Council stating that F.H.A. instructions are in very simple language, simply that <br />statement be issued by the City that his house has had final inspection. Mr. Morrison said that he does not <br />feel that the City has done their portion of cooperating or assisting him in this matter and that he does not <br />like being the fall guy to an error made by the City five years ago. Mr. Morrison explained that a letter <br />stating the structure, as he purchased it, was not in violation was signed by the City in 1971. Mr. Morrison <br />said he needs to clear up the problem by the 20th of the month in order to proceed with his escrow and selling <br />of the property: <br />Discussion followed regarding a variance, removing of the illegal structure and the main problem that the <br />added room structure encroaches on the side property line and does not comply with the building code in various <br />ways. <br />Mayor Beltran explained to Mr. Morrison that the Council and City Staff have earnestly sought a solution to <br />his problem, however, there is no way the City or Council can act to remedy the problem without themselves <br />violating the laws and this they will not do. <br />Mr. Morrison restated his position saying he felt the City should endeavor to assist him as the error was on <br />the part of the City, and not his and if the City continues to deny him assistance, he would have no recourse <br />but to bring suit against the City. <br />City Manager Huffaker responded that Mr. Morrison cannot expect the City to violate its own laws and at this <br />point, regretfully, there is nothing that can be done on the part of the City. <br />Multi -Service Center <br />Mayor Beltran reported that a request had been made at the last regular Council meeting by the Director of the <br />Multi -Service Center for funding to purchase paint supplies and to have donated draperies cleaned. <br />Mayor Beltran stated the Director was asked to come before the Council at this meeting. <br />Mrs. Bea Hernandez, Director of the Multi -Service Center, stated that she has the labor to do the painting so <br />all she needs are the paint and brushes, and the cleaning of the draperies, which she estimates to be approximately <br />$100.00. <br />Moved by Councilman Rehrer, seconded by Councilman Hayes, to allocate $100.00 to the Multi -Service Center <br />Budget and to delete $100.00 from the Capital Improvement Budget of the Civic Center. Unanimous vote. <br />COMMUNITY SERVICES: <br />Street Sweeping <br />City Manager Huffaker reported that at the last regular Council Meeting, a Staff report was submitted recommending <br />on a trial basis, Street Sweeping on a once every other week program. Mr. Huffaker stated it is estimated <br />this program would result in $15,000 savings the first year, $30,000 in salaries the second year, in addition <br />to $43,350 not expended for Capital Outlay for a Street Sweeper, for a total savings of $73,350 over the two <br />year period. <br />Mayor Beltran moved to adopt Staff's recommendation to implement a once every other week Street Sweeping <br />Operation on a six month trial basis. <br />Motion failed for lack of a second. <br />JUL b1915 <br />
