Moved by Councilwoman Cisneros, seconded by Councilman Rios, to approve the 1988-89 Energy Management Program for the Electric Utility. Vote was unanimous. RECESS: The City Council recessed at 8:52 p. m., to take up the business of the Re- development Agency for the City of Colton, and reconvened at 9:01 p. m., all Members present. CLOSED SESSION: The City Council adjourned to Closed Session at 9:06 p. m., to discuss Per- sonnel Matters, pursuant to Government Code Section 54957; Labor Relations pursuant to Government Code Section 54957.6; and Pending Litigation, pur- suant to Government Code Section 54956.9(b)(1), and reconvened at 11:09 p. m., all Members present.
