ADJOURNED COUNCIL MEETING <br />June 14, 1989 <br />101 <br />In accordance with notice duly and legally given, an Adjourned Regular <br />Meeting of the City Council of the City of Colton was held on the above <br />given date at 5:30 p. m., in the Council Chambers of City Hall, Mayor <br />Gonzales presiding. <br />ROLL CALL: <br />Council Members present were Rios, Cisneros, Rehrer, Lofy, and Mayor <br />Gonzales. Also present were City Manager Keane, City Attorney Edwards, <br />Deputy City Clerk Veralrud, and Financial Services Manager Young. <br />BUDGET: <br />Community Development <br />Community Development Director Aguilera reviewed the proposed 1989-90 <br />Fiscal Year Budget for Community Development/Building & Safety, advis- <br />ing there were no requests for new personnel or Capital Improvements in <br />the Community Development Department budget, only a request for an in- <br />crease in the Planning Commission salaries, amounting to $65 per meeting <br />for each Commissioner and $75 per meeting for the Chairman, for a total <br />LO increase of $11,160 to the Temporary Salaries account. <br />CO0 City Manager Keane stated this amount was decreased to $9,360 in the Base <br />Budget. <br />Community Development Director Aguilera then reviewed the Building and <br />Safety Department budget advising Staff was requesting a permanent posi- <br />tion of Chief Building Inspector, a temporary Building Inspector, a new <br />vehicle to replace the old vehicle that has over 170,000 miles, and pay <br />off the leased vehicle for use in the field. <br />City Manager Keane stated she was recommending paying off the leased <br />vehicle and adding the Chief Building Inspector. <br />After brief discussion, moved by Councilwoman Cisneros, seconded by Coun- <br />cilman Lofy, to tentatively approve the Community Development/Building & <br />Safety Department Budget additions in the amount of $35,907. Unanimous <br />vote. <br />Moved by Councilwoman Cisneros, seconded by Councilman Lofy, to increase <br />the salaries of the Planning Commission to $30 per meeting for each Com- <br />missioner and $35 per meeting for the Chairman. Unanimous vote. <br />City Attorney Edwards was directed to prepare a resolution to that effect <br />Human Services Department/Library Division <br />City Manager Leslie Keane advised there were three positions deleted from <br />the Human Services Department budget, office supplies was deleted, and <br />approval of only half the funding requested for the proposed Library at <br />the Luque Center, which will open in February or March of next year. <br />Human Services Director Rich Holmer reviewed, in particular, six items <br />for the Human Services Department/Library Division budget, which included <br />an increase in Temporary Salaries, in order to hire additional personnel <br />to carry out the various programs; expansion of the Hutton and Luque <br />Centers; the position of Library Clerk for the Luque Center Library; <br />computer terminal; automated circulation system; and the position of <br />Youth, Family and Senior Services Manager. <br />Discussion was held on the proposed Library for the Luque Center, the <br />books and materials that will be needed for the proposed Library, and <br />the position of Library Clerk. <br />City Manager Keane stated the position of Library Clerk could be con- <br />sidered during the mid -year Budget. Council Members felt the City could <br />fund half the request for books and supplies for the proposed Library at <br />the Luque Center to at least get it going. <br />After discussion, moved by Mayor Gonzales, seconded by Councilman Lofy, <br />to tentatively approve the Human Services Department/Library Division <br />Budget addition in the amount of $87,315.
