CITY OF COLTON <br />CLOSED SESSION — REGULAR COUNCIL/REDEVELOPMENT AGENCY/COLTON <br />UTILITY AUTHORITY CLOSED SESSION MEETING MINUTES <br />JUNE 17, 2008 <br />Closed Session Meeting was held on the above given date at 5:04 p.m., in the Council <br />Chambers of City Hall, with Mayor Chastain presiding. <br />CITY COUNCIL ROLL CALL <br />Councilmembers present were, CM Suchil (arrived at 5:51 p.m.), Oliva, Yzaguirre, De La Rosa, <br />Mayor Pro Tempore Mitchell and Mayor Chastain. <br />PUBLIC COMMENT: <br />None. <br />Mayor Chastain announced that she would recuse herself from the discussion on Closed <br />Session Items and introduced City Attorney Martinez who provided explanation on the reason <br />for recusing. <br />City Attorney Martinez referred to the statement provided by City Attorney Derleth which <br />explained that because of the nature of June 3, 2008 election, there is a perfunctuary statute <br />that requires the Mayor to recuse herself - beginning on Election Day and continuing until the <br />Election is certified - from voting on any items that could commit to an expenditure of funds. <br />For tonight, that would be Items A and D of Closed Session. This has nothing to do with any <br />potential conflict of interest. <br />City Attorney Martinez announced that the City Council would meet in Closed Session to <br />discuss items A through D, E was a copy of item C. <br />CLOSED SESSION: <br />A.
