CITY OF COLTON COUNCIL/REDEVELOPMENT AGENCY/COLTON UTILITY AUTHORITY/COLTON PUBLIC FINANCING AUTHORITY SPECIAL MEETING MINUTES JULY 27, 2010 A Special Meeting of the City Council/Redevelopment Agency/Colton Utility Authority/Colton Public Financing Authority of the City of Colton was held at 6:02 p.m., on the above -given date at the City of Colton, Council Chambers, 650 N. La Cadena Drive, Colton, CA 92324 with Mayor Chastain presiding. Notice of Special Meeting was given on July 22, 2010, in compliance with Government Code Section 54956. ROLL CALL Council Members present were, De La Rosa, Yzaguirre, Oliva (arrived at 6:15 p.m.), Bennett, Perez, Mayor Pro Tempore Toro and Mayor Chastain. Also present were City Manager Foster, City Clerk Gomez. FLAG SALUTE: Mayor Pro Tempore Toro led the Pledge of Allegiance. MAYOR AND COUNCIL ITEMS: POSSIBLE CONFLICT OF INTEREST DISCLOSURES FOR THE COUNCIL MEETING OF JULY 27, 2010. Mayor Chastain asked the members present if there were any agenda items that were a conflict of interest pursuant to CMC Section 2.04.030. None disclosed. PUBLIC COMMENT: The following citizens addressed the council: David Crawford, Patricia Pierce, Ron Lawrence, Tony Morales, and Jose Olivar. MAYOR AND COUNCIL ITEMS: Said Special Meeting shall be for the purpose of studying and or taking action on the following matters: (1) Operational Performance Audit of the Colton Police Department Receive presentation from Auditors and provide possible direction to staff City Manager Foster provided a brief overview of the audit presentations and introduced Steve Foti, Principal Partner with Harvey M.
