CITY OF COLTON <br />COUNCIL/REDEVELOPMENT AGENCY/COLTON UTILITY AUTHORITY/COLTON <br />PUBLIC FINANCING AUTHORITY <br />SPECIAL MEETING MINUTES <br />JULY 28, 2010 <br />A Special Meeting of the City Council/Redevelopment Agency/Colton Utility Authority/Colton <br />Public Financing Authority of the City of Colton was held at 6:02 p.m., on the above -given date <br />at the City of Colton, Council Chambers, 650 N. La Cadena Drive, Colton, CA 92324 with <br />Mayor Chastain presiding. Notice of Special Meeting was given on July 22, 2010, in compliance <br />with Government Code Section 54956. <br />ROLL CALL <br />Council Members present were, De La Rosa, Yzaguirre, Oliva, Bennett, Perez, Mayor Pro <br />Tempore Toro and Mayor Chastain. Also present were City Manager Foster, City Clerk Gomez. <br />FLAG SALUTE: <br />CM Yzaguirre led the Pledge of Allegiance. <br />MAYOR AND COUNCIL ITEMS: <br />POSSIBLE CONFLICT OF INTEREST DISCLOSURES FOR THE COUNCIL MEETING OF <br />JULY 28, 2010. <br />Mayor Chastain asked the members present if there were any agenda items that were a conflict of <br />interest pursuant to CMC Section 2.04.030. None disclosed. <br />PUBLIC COMMENT: <br />The following citizens addressed the council: Tony Morales, and Gary Grossich. <br />MAYOR AND COUNCIL ITEMS: <br />Said Special Meeting shall be for the purpose of studying and or taking action on the following <br />matters: <br />Operational Performance Audit of the Colton Electric Utility <br />CM Foster provided a brief introduction and introduced the staff from Harvey M. Rose & <br />Associates. <br />Audit Purpose and Scope <br />• Examine the efficiency, effectiveness and economy of the Colton Electric Utility operations <br />• Identify opportunities for reducing costs, including strategies for reducing or maintaining <br />customer rates <br />• Specific objectives included evaluations of <br />✓ Utility's business plan, operations and staffing <br />✓ Rate setting practices <br />2010 JUL 28 SPC CC/RDA/CUA MEETING - 1 - <br />
