ORDINANCE NO. 242 <br />An Ordinance Regulating Plumbing <br />In the City of Colton <br />The Board of Trustees of the Citv <br />of Colton dD Ordain as follows. <br />Section L <br />That no person shall be employed <br />or allowed to perform any labor on <br />any plumbing, or to make any con- <br />nection to any public sewer or eess <br />pool in the City of Colton, until reg- <br />alarlry licensed by the Board of Trus- <br />tees of tlie City of Colton to perform <br />such work - <br />Section IL <br />That no person shall make any <br />i.-onnection to any sewer or cess pool <br />or do any plumbing in the City of <br />Colton without first having secured <br />a permit from tne Inspector of <br />Plumbing for so doing, any paying <br />to said Inspector the sum of $2-0; <br />for said permit. <br />Section 1IL <br />That the p-erson desiring a permit <br />6hall file with the Inspector a state- <br />ment of the character of the worh <br />to be done, the place at which sall <br />work is to be done and the name of <br />the plumber employed to do the <br />work. <br />Section IV. <br />No permit shall be granted except <br />on condition that the work shall be <br />done as in this ordinance provided <br />and under the supervision of the <br />Inspector of Plumbing and upon con- <br />dition that the same may be reject- <br />ed by the Inspector of Plumbing if <br />found not to comply herewith. <br />Section V. <br />The Inspector of Plumbing shall. <br />have power to condemn any plumb- <br />ing or plumbing work in the City of <br />Colton that may hereafter be found <br />to be unsanitary or that does not <br />comply with this ordinance. <br />Section VL <br />All persons doing work under <br />such permit shall notify the Inspec- <br />tor of Plumbing when said work is <br />completed, and said work shall be <br />left open after completion until in- <br />goected and approved by the said <br />Inspector. <br />Section VIT. <br />Any work found by the Inspector <br />to not comply with this ordinance <br />shall be condemned by him and the <br />person doing such work shall be re- <br />quired to put the same in proper <br />condition. <br />Section VIII. <br />Proper precautions shall be take -i <br />by the person doing any work in thl's <br />ordinance so as to protect the public <br />from Injury. All back filling shall <br />be with earth for the first six inches <br />properly tamped into position. <br />Section IX. <br />From the building to a point three <br />feet outside thereof no material shall <br />be used for soil or waste pipes other <br />than wrought or cast ircn with se- <br />cureiy leaded joints or lead pipes with <br />wiped joints and from a point three <br />feet outside of the building to the <br />public sewer the sewer shall be of <br />first quality salt glazed vitrified clay <br />pipe of an Internal diameter of four <br />inches. <br />Section X. <br />All joints of pipe shall be made as <br />follows: clay pipes with pure cement; <br />cast Iron pipe with oakum and lead; <br />all joints in Iron drain pipes, soil <br />pipes and waste Pipes 3hall be filled <br />with oakum and lead and hand calk- <br />ed. No screw pipe shall be used for <br />waste pipes. Lead pipes connecting <br />with Iron pipes shall be connected <br />with a bra3s ferule of the same size <br />as the lead pipe put in the hub of <br />the branch of the Iron pipe and calk- <br />ed with lead, the lead to be attached <br />to the ferule by wiped joint. <br />Sec*Ion X11. <br />All materials used shall be of good <br />quality and free from defects; all <br />cast iron pipes must be sound and <br />free from holes and cracks and of <br />the grade known as 'Standard" pipe <br />coated with tar or asphaltum; all <br />fittings used in connection with such <br />pipes shall correspond in weight and <br />quality with the pipes used. <br />The connection of soil and waste <br />pipes shall be as direct as possible <br />and t1he soil or waste pipe shall nave <br />not less full than one inch in four <br />fleet. <br />Section XIL <br />All sinks, wash basins, bath tubs <br />and wash trays must have a waste <br />pipe of not less than two inches in- <br />ternal diameter; each fixture shall <br />have a separate trap under It of not <br />less than one and one half inches <br />in diameter and not over one foot <br />away from such fixture, and every <br />fixture mentioned in this section shall <br />be separately vented with one and <br />one -halt Inch galvanized iron pipe <br />placed not less than twenty inches <br />away from Its fixture and shall ex- <br />tend through the roof and not closer <br />than seven feet to an air shaft ven- <br />tilating living rooms. <br />The main pipe or stack from the <br />sewer connection shall be four Inches <br />in diameter and shall be as close to <br />the water closet as is possible so as <br />to be used for vent pipes. <br />Water closet must not be more <br />than two feet from main stacks and <br />such stacks must be free of traps <br />so as -to admit free flow of air. A <br />four inch brass clean out screw must <br />be placed in the bottom of every <br />stack, and brass clean out screws <br />must placed in the end of sink waste. <br />pipe. <br />All vent pipes must have a con- <br />tinuous slope so as not to colle& <br />water. No vent pipe shall be used <br />as a waste pipe, and no brick, sheet <br />metal earthenware chimney shall <br />be used as a sewer ventilator, or to <br />ventilate any trap, drain, soil or <br />waste pipe and traps shall be �pro- <br />tected from siphonage. <br />Section XIII. <br />Refrigerators shall not be connect- <br />ed with any soil pipe or sewer. Rain <br />water conductors shall not be con- <br />nected with the sewer. Water clos- <br />ets must be of a type approved of <br />by the Inspector of Plumbing and be <br />sti-polled with tanks above them. <br />No open gutter cesspool shall be <br />connected with any sewer or drain. <br />Sanitary ties are not allowed on <br />horizontal runs. Ys and one-eighth <br />bonds must be used. All soil and <br />waste pipes must be properly fasten- <br />ed to joists so as to prevent sagging. <br />Section XIV. <br />After any work provided for In <br />this ordinance is completed the same <br />shall be filled to a height approved <br />by the Inspector of Plumbing and <br />remain that way until Inspected and <br />approved by the Inspector. <br />Section XV. <br />The Inspector of Plumbing shall <br />keep a record of all permits Issued <br />and work inspected and report the <br />same to the Board of Trustees <br />monthly. <br />Section XV1. <br />Every violation of any provision of <br />this ordinance shall constitute a <br />misdomeanor and shall be punishable <br />by a fine of not more than One Hun- <br />dred Dollars, ($100.00) and not less <br />than five dollars ($5.00). <br />R.
