ORDINANCE NO. 242 An Ordinance Regulating Plumbing In the City of Colton The Board of Trustees of the Citv of Colton dD Ordain as follows. Section L That no person shall be employed or allowed to perform any labor on any plumbing, or to make any con- nection to any public sewer or eess pool in the City of Colton, until reg- alarlry licensed by the Board of Trus- tees of tlie City of Colton to perform such work - Section IL That no person shall make any i.-onnection to any sewer or cess pool or do any plumbing in the City of Colton without first having secured a permit from tne Inspector of Plumbing for so doing, any paying to said Inspector the sum of $2-0; for said permit. Section 1IL That the p-erson desiring a permit 6hall file with the Inspector a state- ment of the character of the worh to be done, the place at which sall work is to be done and the name of the plumber employed to do the work. Section IV. No permit shall be granted except on condition that the work shall be done as in this ordinance provided and under the supervision of the Inspector of Plumbing and upon con- dition that the same may be reject- ed by the Inspector of Plumbing if found not to comply herewith. Section V. The Inspector of Plumbing shall. have power to condemn any plumb- ing or plumbing work in the City of Colton that may hereafter be found to be unsanitary or that does not comply with this ordinance. Section VL All persons doing work under such permit shall notify the Inspec- tor of Plumbing when said work is completed, and said work shall be left open after completion until in- goected and approved by the said Inspector. Section VIT. Any work found by the Inspector to not comply with this ordinance shall be condemned by him and the person doing such work shall be re- quired to put the same in proper condition. Section VIII. Proper precautions shall be take -i by the person doing any work in thl's ordinance so as to protect the public from Injury. All back filling shall be with earth for the first six inches properly tamped into position. Section IX. From the building to a point three feet outside thereof no material shall be used for soil or waste pipes other than wrought or cast ircn with se- cureiy leaded joints or lead pipes with wiped joints and from a point three feet outside of the building to the public sewer the sewer shall be of first quality salt glazed vitrified clay pipe of an Internal diameter of four inches. Section X. All joints of pipe shall be made as follows: clay pipes with pure cement; cast Iron pipe with oakum and lead; all joints in Iron drain pipes, soil pipes and waste Pipes 3hall be filled with oakum and lead and hand calk- ed. No screw pipe shall be used for waste pipes. Lead pipes connecting with Iron pipes shall be connected with a bra3s ferule of the same size as the lead pipe put in the hub of the branch of the Iron pipe and calk- ed with lead, the lead to be attached to the ferule by wiped joint. Sec*Ion X11. All materials used shall be of good quality and free from defects; all cast iron pipes must be sound and free from holes and cracks and of the grade known as 'Standard" pipe coated with tar or asphaltum; all fittings used in connection with such pipes shall correspond in weight and quality with the pipes used. The connection of soil and waste pipes shall be as direct as possible and t1he soil or waste pipe shall nave not less full than one inch in four fleet. Section XIL All sinks, wash basins, bath tubs and wash trays must have a waste pipe of not less than two inches in- ternal diameter; each fixture shall have a separate trap under It of not less than one and one half inches in diameter and not over one foot away from such fixture, and every fixture mentioned in this section shall be separately vented with one and one -halt Inch galvanized iron pipe placed not less than twenty inches away from Its fixture and shall ex- tend through the roof and not closer than seven feet to an air shaft ven- tilating living rooms. The main pipe or stack from the sewer connection shall be four Inches in diameter and shall be as close to the water closet as is possible so as to be used for vent pipes. Water closet must not be more than two feet from main stacks and such stacks must be free of traps so as -to admit free flow of air. A four inch brass clean out screw must be placed in the bottom of every stack, and brass clean out screws must placed in the end of sink waste. pipe. All vent pipes must have a con- tinuous slope so as not to colle& water. No vent pipe shall be used as a waste pipe, and no brick, sheet metal earthenware chimney shall be used as a sewer ventilator, or to ventilate any trap, drain, soil or waste pipe and traps shall be �pro- tected from siphonage. Section XIII. Refrigerators shall not be connect- ed with any soil pipe or sewer. Rain water conductors shall not be con- nected with the sewer. Water clos- ets must be of a type approved of by the Inspector of Plumbing and be sti-polled with tanks above them. No open gutter cesspool shall be connected with any sewer or drain. Sanitary ties are not allowed on horizontal runs. Ys and one-eighth bonds must be used. All soil and waste pipes must be properly fasten- ed to joists so as to prevent sagging. Section XIV. After any work provided for In this ordinance is completed the same shall be filled to a height approved by the Inspector of Plumbing and remain that way until Inspected and approved by the Inspector. Section XV. The Inspector of Plumbing shall keep a record of all permits Issued and work inspected and report the same to the Board of Trustees monthly. Section XV1. Every violation of any provision of this ordinance shall constitute a misdomeanor and shall be punishable by a fine of not more than One Hun- dred Dollars, ($100.00) and not less than five dollars ($5.00).
