R-11-08 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY <br />OF COLTON APPROVING FILE INDEX NO. DAP - <br />(REVISED) 000-668 FOR THE CONSTRUCTION OF A 38 - <br />UNIT LOW-INCOME HOUSING PROJECT WITH <br />DENSITY BONUS ON PROPERTY LOCATED AT 839 <br />EAST FAIRWAY DRIVE IN THE CITY OF COLTON <br />WHEREAS, Global Premier Development ("Applicant") filed an <br />application (File No. (REVISED) DAP -000-668) requesting approval of: <br />1. Design Review Application to permit construction of buildings that are <br />three (3) stories in height with two, and three bedroom units ranging from 1,000 to 1,200 <br />square feet in size. The floor plans for the 38 units have split level townhouse designs <br />which share the second floor. The buildings will be wood -framed and painted several <br />shades of tan and dark brown with rock faced treatment and or planters on the <br />elevations fronting the public right-of-way. <br />2. Minor Variance for the reduction of the private recreation space <br />area, to exceed the height of a wall from 6 to 8 feet and to reduce a side yard setback. <br />3. Lot Merger to combine four lots into one lot. <br />4. Density Bonus and Regulatory Agreement that requires the owner <br />to give priority in the rental of units to Colton residents, imposes maintenance and <br />security obligations for the project and requires the units to be made available to low <br />income residents, as defined by law, for a term of 55 years. <br />5. Vacation and Quit Claim of 4 -foot wide strip of land located <br />adjacent to the existing street and fronting the project. ("Application or the 'Project") to <br />be located at 839 East Fairway Drive, Assessor Parcel Nos. 0164-161-06, 07, 26 & 30- <br />0000), in the City of Colton, County of San Bernardino ("Subject Site"); and <br />WHEREAS, the Application was referred to all affected public agencies for <br />review and consideration; and <br />WHEREAS, on November 27, 2007 the Planning Commission of the City of <br />Colton ('Planning Commission") considered the Application at a public hearing, <br />ORANGE\MMARTNEZ\42366.1 <br />
