1 <br />2 RESOLUTION NO. R-24-17 <br />3 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON <br />AMENDING THE FISCAL YEAR 2016/17 AUTHORIZED POSITIONS LIST <br />4 TO INCORPORATE THE RESULTS OF THE ORGANIZATIONAL AUDIT OF <br />THE PUBLIC WORKS AND UTILITY SERVICES DEPARTMENT, THE <br />5 FISCAL YEAR 2016/17 SALARY SCHEDULE, AND ADMINISTRATIVE <br />6 POLICY 4.05.340, SERIES RECLASSIFICATION. <br />7 <br />8 WHEREAS, the Authorized Positions List and the Salary Schedule for Fiscal Year <br />9 2016-17 were approved by City Council on June 21, 2016; and, <br />10 WHEREAS, the Authorized Positions List and the Salary Schedule for Fiscal Year <br />11 2016-17 were amended by City Council during the mid -year budget review process on February <br />12 <br />21, 2017; and, <br />13 <br />14 WHEREAS, Administrative Policy 4.05.340 (Policy) was established to provide a <br />15 uniform and effective progression from entry/training to journey level positions. The Policy <br />16 includes a list of entry level positions that are eligible for journey level classification. The was <br />17 last updated on December 21, 2000; and, <br />18 <br />WHEREAS, with the adoption of the Fiscal Year 2016-17 budget, the City Council <br />19 <br />20 directed an organizational study to be conducted on the Public Works, Water, Wastewater and <br />21 Electric departments, hereafter referred to as the Public Works and Utility Services Department; <br />22 and, <br />23 WHEREAS, the City entered into a professional services agreement with Matrix <br />24 <br />Consulting Group to conduct the organizational audit; and, <br />25 <br />26 WHEREAS, the results of the organizational study and recommendations for changes <br />27 to the organizational structure, job classifications, and salaries for the Public Works and Utility <br />28 Services Department were presented and approved by City Council on April 4, 2017; and, <br />
