2 <br />3 <br />4 <br />5 <br />6 <br />7 <br />8 <br />9 <br />10 <br />11 <br />12 <br />13 <br />14 <br />15 <br />16 <br />17 <br />18 <br />19 <br />20 <br />21 <br />22 <br />23 <br />24 <br />25 <br />26 <br />27 <br />28 <br />RESOLUTION R-06-16 <br />A RESOLUTION OF THE COLTON CITY COUNCIL IMPOSING A TEMPORARY <br />HIRING FREEZE ON REGULAR FULL-TIME POSITIONS FOR THE <br />REMAINDER OF FISCAL YEAR 2015-2016 <br />WHEREAS, the City of Colton ("City") has been negatively impacted by the <br />economic downturn, which is currently plaguing California; and <br />WHEREAS, the City has not yet fully recovered from the recent economic downturn, <br />which has caused reduced revenues for the City and difficulty for the City in meeting its <br />financial needs; and <br />WHEREAS, the City Council wishes to impose a temporary hiring freeze on all <br />regular full-time City employee positions to alleviate the current and future financial <br />difficulties the City will face. <br />NOW THEREFORE BE IT RESOLVED THAT: <br />Section 1. Hiring Freeze Length of Time. The City shall not fill any regular full- <br />time City employee positions as defined in the City's Personnel Regulations from the <br />effective date of this Resolution and for the remainder of the 2015-16 fiscal year, without the <br />approval of City Council. <br />Section 2. Applicability. This action shall apply to budgeted, authorized positions <br />that are vacant or that become vacant. This action shall also apply to promotions, <br />reclassifications and acting assignments. <br />Section 3. Effective Date.
