R-12-15 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON, <br />CALIFORNIA, ADOPTING THE JOINT STRATEGIC PLAN OF THE COLTON AND <br />LOMA LINDA FIRE DEPARTMENTS, NAMING OF EAST VALLEY FIRE, AND <br />APPROVING THE COMMAND STRUCTURE OF THE FUNCTIONALLY <br />CONSOLIDATED ORGANIZATION. <br />WHEREAS: On May 7, 2013 Council adopted Resolution R-22-13 approving the <br />Colton and Loma Linda Fire Department Shared Resources Agreement; and <br />WHEREAS: The Agreement allowed the of sharing management resources; both <br />departments contributed command staff personnel to collaborate as a "functionally" consolidated <br />command staff in order to assure that a full range of fire department management services were <br />provided to both Departments; and <br />WHEREAS: The shared command staff began a transition to assume functional <br />responsibilities that are shared between both Departments as determined by both Fire Chiefs, to <br />maximize use of existing resources, create cost containment opportunities, maintain local control, <br />and continue to deliver fire and emergency services at a high level of service; and <br />WHEREAS: Both Departments began the strategic planning process conducted between <br />April and December 2014 using a Planning Team made up of volunteers from all ranks; and <br />WHEREAS: Both Departments wrote a joint Mission, Vision, Core Values, and goals <br />for each Administrative Area of Responsibility creating the Joint Strategic Plan; and <br />WHEREAS: Each city maintains its own independent fire department; when utilizing <br />joint memoranda, policies, mandates, or other literature, the name East Valley Fire has been <br />chosen for the functionally consolidated organization; and <br />WHEREAS: An organizational chart designating an East Valley Fire Chief, Senior <br />Deputy Chief of Administration, and Deputy Chief of Operations has been completed. <br />Resolution R-12-15 <br />Page 1 <br />
