R-24-14 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON TO <br />AMEND THE FISCAL YEAR 2013/2014 CAPITAL IMPROVEMENT BUDGET <br />TO APPROPRIATE $19,703.75 FOR STRIPING AND TRAFFIC SIGNAL <br />MODIFICATION PROJECT FOR THE TEMPORARY TRUCK ROUTE FOR <br />LAUREL GRADE SEPARATION PROJECT. <br />WHEREAS, the City Council of the City of Colton (City) desires to improve the safety <br />of the streets and traffic circulation within City jurisdiction; and <br />WHEREAS, the City of Colton intends to improve the Burlington Northern Santa Fe <br />(BNSF) railroad crossing at Laurel Street by constructing the Laurel Street Grade Separation <br />Project ; and <br />WHEREAS, the Laurel Street Grade Separation Project received funding through the <br />San Bernardino Associated Governments (SANBAG), BNSF, Union Pacific Rail Road <br />(UPRR) and the City thus providing an opportunity to complete Laurel Street Grade <br />Separation Project at less cost to the City; and <br />WHEREAS, SANBAG is the Lead Agency for Preliminary Engineering, Right of Way <br />Final Design and Construction Phase of the Laurel Street Grade Separation Project; and <br />WHEREAS, the Laurel Street Grade Separation Project intends to provide alternative <br />truck route during the construction of the Laurel Grade Separation Project; and <br />WHEREAS, the City needs to modify the striping and traffic signal timing at the <br />intersection of Citrus Street/Rancho Avenue and Mill Street/Rancho Avenue to provide a safe <br />alternative truck route ; and <br />WHEREAS, the City received funding from the Laurel Street Grade Separation Project <br />(thru SANBAG) in the amount of $19,703.75 that will be used for the Striping and Traffic <br />Signal Modification Project (PROJECT) ; and <br />WHEREAS, a budget appropriation for approved activities, not listed in the 2013-2014 <br />Fiscal Year budget is required and must be approved by resolution of the City Council. <br />
