R-05-12 <br />A RESOLUTION OF THE CITY COUNCIL OF THE <br />CITY OF COLTON IN SUPPORT OF THE TRANSFER <br />OF ONTARIO INTERNATIONAL AIRPORT FROM <br />THE LOS ANGELES WORLD AIRPORTS TO THE <br />CITY OF ONTARIO FOR LOCAL CONTROL <br />WHEREAS, on May 3, 2011, the City Council of the City Colton adopted the 2011 <br />Colton Legislative Program as a means to be affirmatively involved in legislative advocacy to <br />promote the specific interests of the City of Colton; and <br />WHEREAS, the purpose of the 2011 Colton Legislative Program is to provide a vehicle <br />for the City Council and staff to affirm stated legislative directives in the most efficient and <br />effective way; and <br />WHEREAS, a stated directive within the 2011 Colton Legislative Program is to support <br />local control over the administration of local programs, and ensure local City input on all regional <br />land use and planning issues; and <br />WHEREAS, on September 2, 2010, the Southern California Association of Governments <br />("SCAG") Regional Council enacted a resolution recommending the transfer of Ontario <br />International Airport ("ONT") to local control as being in the best interests of Los Angeles and <br />the Southern California region; and, is consistent with the reorganization of air traffic <br />contemplated in SCAG's Regional Transportation Plan; and <br />WHEREAS, on November 29, 2010, the Alliance for a Regional Solution to Airport <br />Congestion ("ARSAC") urged the Los Angeles Board of Airport Commissioners to transfer ONT <br />airport management decisions to the local Ontario area in pursuit of a regional airport system that <br />can better address ONT patronage decline and regional service demands; and <br />- 1 - <br />
