COLTON CITY COUNCIL ADJOURNED REGULAR MEETING <br />JOINED WITH THE UTILITIES COMMISSION <br />MARCH 06, 2001 <br />In accordance with notice duly and legally given, an Adjourned Regular Meeting of the City <br />Council of the City of Colton joined with the Utilities Commission was held on the above <br />given date at 6:07 p.m., in the Council Chambers of City Hall, Mayor Bennett presiding. <br />CITY COUNCIL ROLL CALL <br />Councilmembers present were Sanders, Chastain, Ramos, Zamora, De La Rosa, and <br />Mayor Bennett. Also present were City Manager Garcia, City Attorney Carvalho, and City <br />Clerk Barrera. <br />UTILITY COMMISSION ROLL CALL <br />Commissioners present Morua, Wright, Archueleta, Perez, Carlstrom, Bryant, and Chair <br />person Jackson. Also present were Utility staff Director Clarke. <br />PUBLIC COMMENT: <br />The following citizens addressed the City Council and Utility Commissioners: Jimmy <br />Babacos <br />ACTION ITEM: <br />Financial Condition and Cash balance of the Electric Utility <br />Finance Director Al Holliman presented to the Utility Commission for consideration and <br />approval staff recommendation to approve a loan of $3 million, at 6% annual interest, from <br />the City's Water Fund to the Electric Utility Fund to be repaid, in full, by June 30, 2001, <br />unless formally extended by the City Council and amend the ordinance which prohibits <br />interfund loans. Also direct staff to suspend formal bidding procedures as a result of an <br />emergency and obtain quotes for a management audit of Electric Utility, and increase the <br />Electric Utility appropriation by $75,000 in account no. 520-8000-8001-2350. <br />Utility Director Tom Clarke reviewed with the Utility Commission what was present to <br />Council and described, via power point presentation, necessary power cost adjustments, <br />methods of calculation, residential bill comparison, electric rate comparison, Colton <br />Electric Capacity FY01/02. Discussion followed by Council and Utility Commissioners with <br />responses from staff. <br />PUBLIC COMMENT: <br />The following citizens addressed the City Council and Utility Commissioners: Ann <br />`"�' Kolman, John Mitchell, William Yahn, James Curtis, Gwen Brown, and Frank Gonzales. <br />
