R-107-87 <br />A RESOLUTION OF THE CITY COUNCIL <br />OF THE CITY OF COLTON URGING <br />APPROVAL FOR MEASURE "A", <br />A COUNTYWIDE TRANSPORTATION <br />IMPROVEMENT PROGRAM <br />WHEREAS, congestion is rapidly growing and without an <br />adequate highway network, we will see gridlock conditions such <br />as exist in Orange and Los Angeles Counties, and <br />WHEREAS, a sound transportation system which keeps <br />pace with growth is vital to securing new jobs for our residents, <br />thereby reducing long commutes, and <br />WHEREAS, our local city and county streets are in great <br />need of additional revenue for rehabilitation and new construc- <br />tion, since current gasoline taxes are consumed by roadway main- <br />tenance costs, and <br />WHEREAS, state and federal gasoline taxes and other <br />transportation revenues are, and will continue to be, inadequate <br />to meet our state highway construction needs, even though we <br />continue to receive our equitable share of those funds, and <br />WHEREAS, the state is encouraging counties to adopt <br />ansportation revenues of their own, and is increasingly <br />2111 rewarding those counties who have done so, and <br />22 <br />23 <br />24 <br />25 <br />26 <br />27 <br />28 <br />WHEREAS, three counties (Santa Clara, Alemeda, and Fresno) <br />ve adopted such measures, and others are planning to do so, and <br />WHEREAS, a half per cent sales tax for a period of 15 <br />ars, to be spent on a voter -approved program of projects, <br />ppears to be the most fair and productive method of local <br />ing, and <br />
