1 RESOLUTION NO. R-06-23 <br /> 2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON APPROVING <br /> THE EXTENDED CONTRACT FOR SPECIFIED GRANT FUNDS AND AMEND THE <br /> 3 FY 2022-2023 BUDGET TO ACCEPT UPDATED GRANT FUNDING <br /> 4 WHEREAS, On June 17, 2019, Assembly Member Eloise Gomez Reyes secured <br /> 5 $500,000 to support the playground improvements for three parks in Colton and $900,000 for <br /> the Colton Area Museum, within the State Budget through Local Assistance Grant Funds. The <br /> 6 Specified Local Assistance Grant Funds are administered by the California State Department <br /> of Parks and Recreation (DPR); and <br /> 7 <br /> 8 WHEREAS, The grants required that the City of Colton adopt a resolution approving <br /> application(s)for Local Assistance Specified Grant funds, which was approved by City Council <br /> 9 on 10/24/2019; and <br /> 10 <br /> WHEREAS, Contracts for both project were fully executed in March 2020 at 5% less <br /> 11 than originally noticed for consideration of Administrative costs at the State level, the reduced <br /> amounts are 1) $873,000 for the Museum and 2) $485,000 for the Playground. The Contract <br /> 12 Performance Period was established as July 1, 2019 through June 30, 2022; and <br /> 13 <br /> WHEREAS, Due to many factors, including COVID-19 closure, supply chain demands <br /> 14 the projects were unable to be completed in the original timeline. In January 2022, City staff <br /> 15 submitted requests to the State DPR for contract extensions. On December 6, 2022, <br /> notification was received that the contracts have been extended through June 30, 2024. <br /> 16 <br /> 17 NOW, THEREFORE, BE IT RESOLVED that the City Council hereby: <br /> 18 Section 1 <br /> 1. Approves the extended contract dates, amount and terms. <br /> 19 <br /> 2. Delegates the authority to the City Manager, or designee to conduct all negotiations, <br /> 20 sign and submit all documents, including, but not limited to applications, agreements, <br /> 21 amendments, and payment requests, which may be necessary for the completion of the <br /> grant scope(s); and <br /> 22 3. Agrees to comply with all applicable federal, state and local laws, ordinances, rules, <br /> 23 regulations and guidelines. <br /> 24 Section 2: To amend the FY 22/23 budget to reduce revenue and appropriations in the <br /> amounts below: <br /> 25 REVENUE <br /> 225-5841-020 Colton Area Museum $900,000 reduce to $873,000 <br /> 26 225-5842-020 Park Playgrounds $500,000 reduce to $485,000 <br /> 27 <br /> EXPENDITURE <br /> 28 Colton Area Museum <br />
