RESOLUTION NO. R-14-23 <br /> 2 A RESOLUTION OF THE CITY COUNCIL OF COLTON, CALIFORNIA <br /> 3 AUTHORIZING THE ACCEPTANCE OF GRANT AWARD FROM CALRECYCLE <br /> AND AMENDING THE FISCAL YEAR 2022-23 BUDGET INCREASING <br /> 4 REVENUES AND APPROPRIATIONS BY $77,411 AND AUTHORIZING THE <br /> CITY MANAGER TO EXECUTE ALL GRANT DOCUMENTS <br /> 5 <br /> WHEREAS, In September 2016, Governor Edmund Brown Jr. set methane emissions <br /> 6 reduction targets for California (SB 1383 Lara, Chapter 395, Statutes of 2016) in a statewide effort <br /> to reduce emissions of short-lived climate pollutants(SLCP).The targets must reduce organic waste <br /> 7 disposal by 50 percent by 2020 and 75 percent by 2025 and people to eat at least 20 percent of <br /> currently disposed surplus food by 2025; and, <br /> 8 <br /> WHEREAS, The Department of Resources Recycling and Recovery (CalRecycle) is <br /> 9 administering a one-time grant program meant to provide aid in the implementation of regulations <br /> adopted by CalRecycle pursuant to Chapter 395, Statutes of 2016 and SB170 Budget Act of 2021. <br /> 10 This non-competitive grant program provides funding to local jurisdictions to assist with the <br /> implementation of regulation requirements associated with SB 1383; and, <br /> 11 WHEREAS, The City of Colton applied for funding to assist with education and outreach <br /> 12 campaign and collection on edible food recovery to the community to meet the SB1383 <br /> requirements. All materials to educate our community on food waste recovery will be translated in <br /> English and Spanish and provided to residents by mail, bill inserts, social media, website, and <br /> 13 channel 3; and, <br /> 14 NOW, THEREFORE BE IT RESOLVED, DETERMINED, AND ORDERED BY THE CITY COUNCIL <br /> 15 FOR THE DISTRICT, AS FOLLOWS: <br /> 16 Section 1 Amend the Fiscal Year 2022-23 Budget to: <br /> • Increase appropriations by $77,411 in Grants Refuse Activity Expenditure Account 225- <br /> 17 6020-1325-2306-0000-000. <br /> • Increase revenues in account number 225-5889-000 by $77,411. <br /> 18 <br /> 19 Section 2 The City of Colton City Manager or designee is hereby authorized and directed to <br /> submit any required documents, invoices, and reports required to obtain grant funding. <br /> 20 <br /> 21 PASSED, APPROVED AND ADOPTED THIS 21st DAY OF FEBRU• - 20, . <br /> 77 .. <br /> 23 ' :: lAVA"O <br /> Mayor <br /> 24 <br /> 25 <br /> ATTEST: <br /> 26 <br /> 27 <br /> 28 CAROLINA R.
