1 RESOLUTION NO.R-26-23 <br /> 2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON <br /> ADOPTING THE COLTON LOCAL ROADWAY SAFETY PLAN <br /> 3 <br /> WHEREAS,the City intends to support the City's goal to improve the City's traffic safety and <br /> 4 <br /> infrastructure; and <br /> 5 WHEREAS, on August 04, 2020, the City of Colton approved and adopted a resolution for <br /> 6 Program Supplement Agreement No. U89 for the preparation of HSIP funded LRSP; and <br /> WHEREAS, a Local Roadway Safety Plan ("LRSP") provides a framework for organizing <br /> 7 stakeholders to identify, analyze, and prioritize roadway safety improvements on local and rural roads <br /> 8 while contributing to the success of the Strategic Highway Safety Plan("HSHP");and <br /> WHEREAS, on February 19, 2021, the City issued a Request for Proposal ("RFP") for the <br /> 9 preparation of LRSP; and <br /> 10 WHEREAS, on August 03, 2021,the City awarded a contract for the preparation of the LRSP <br /> to KOA Corporation; and <br /> 11 WHEREAS,the LRSP is completed and ready for adoption; and <br /> 12 WHEREAS, adopting the LRSP will allow the City of Colton to be eligible for upcoming <br /> federally funded transportation grants; and <br /> 13 WHEREAS,approval of the LRSP and authorizing submittal of the HSIP grant applications are <br /> 14 planning and design work that is categorically exempt from the California Environmental Quality Act <br /> (CEQA)per §15306 Information Collection. CEQA analysis for any Safety Projects undertaken as part <br /> 15 <br /> of the HSIP grants will be conducted as part of the scope of services under the design contract. <br /> 16 NOW,THEREFORE,BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY <br /> 17 OF COLTON DOES HEREBY RESOLVE AS FOLLOWS: <br /> Section 1 The Recitals preceding in this Resolution are true and correct and are incorporated <br /> 18 into this Resolution by reference. <br /> 19 Section 2 The City Council authorizes the adoption of the City of Colton LRSP as recommended <br /> by the City Traffic Safety Committee on March 08,2023. <br /> 20 <br /> 21 PASSED,APPROVED AND ADOPTED THIS 4' DAY F APRIL 2023. <br /> 22 <br /> 23 <br /> 24 J.
