CITY OF COLTON
AGENDA REPORT
FOR COUNCIL MEETING OF April 17, 2001
TO: Honorable City Council
APPROVAL: Henry Garcia Ci hManager
FROM: Ronald C. Kenny, Director of Parks, Recreation & Family Services
Carolyn Jones, Childcare Manager G3.
SUBJECT: Approve Request to Competitively Bid for Construction of a
Childcare Replacement Facility at Reche Canyon Elementary School
DATE: April 9, 2001
BACKGROUND:
In 1999, the Colton Community Childcare was awarded CDBG funds totaling $130,000. The
funds were earmarked for the purchase and installation of a replacement facility at Reche Canyon
Elementary School.
DISCUSSION/ANALYSIS:
The construction of a new unit will allow the Childcare Division to replace the substandard
facility currently in use. It will include approximately 600 square feet of additional space and
will include restrooms not available in the current unit.
The proposed facility will utilize a concrete foundation, be constructed on-site and will be a
permanent structure. This type of construction will provide cost savings versus a traditional pre -
constructed modular unit rental. It will be located directly north and adjacent to the current
facility and will enhance Childcare's ability to offer a safe and enriching environment for the
children they serve.
The City's city engineer designed the proposed facility. The Colton Unified School District has
provided written approval of the design and location. The County's Department of Economic and
Community Development, which oversees CDBG projects, has also approved the project. A
copy of the District letter is attached. The plans and specifications are available in the City
Clerk's Office for review.
FINANCIAL IMPACT:
The CDBG grant is for $130,000 and expenditures will not exceed that amount. This project will
utilize account # 206-7200-7202-3890, titled Capital Improvements.
` ENVIRONMENTAL IMPACT:
None.
i
a
i
L A VIE
J0y City Attorney
c
5
RECOMMENDATION:
City Council approve a request to competitively bid for construction of a Childcare replacement
facility at Reche Canyon Elementary School funded by CD13G.
Item #10
