CLARKE, UTILITY DIRECTOR SUBJECT: APPROVAL OF EXTENSION OF TIME TO THE KRIEGER AND AND STEWART CONTRACT TO SEPTEMBER 30, 2002 FOR THE DESIGN OF THE FY00-01 WATER AND SEWER LINES DATE: JUNE 26, 2001 BACKGROUND: The Water and Sewer Master Plans identified the need to replace lines. The Council/Colton Utility Authority approved a two-year budget, which included the Water and Sewer lines to be replaced. In addition, the lines being replaced are also in project areas scheduled for street overlay. There has been a coordinated effort between the Public Works Department and the Utilities Department to ensure that the water and sewer lines will be replaced prior to the street overlay project. On November 7, 2000 the Colton Utility Authority awarded a contract to Krieger and Stewart for the design of the FY00-01 water and sewer line projects, which included engineering assistance during the construction phase of the projects. The contract was to be completed by June 30, 2001. DISCUSSION/ANALYSIS: Staff has delayed the completion of the water and sewer line projects in order to make changes to them. These changes were needed to correct underlying problems, therefore, the completion of the design work has also been delayed. Staff is requesting that the Colton Utility Authority approve an extension of the contract time until September 30, 2002. ENVIRONMENTAL IMPACT: None FINANCIAL IMPACT: There is no additional cost to extend the contract. The original contract cost has already been encumbered in FY00-01. The costs are as follows: 1) Engineering cost for water line replacements is not -to -exceed $70,587 and appropriated in the bond funding for the FY00-01 Water Capital Improvements Budget, account no. 521-8100-8106-3890-1000. 2) Engineering cost for sewer line replacements is $39,463 and appropriated in the Sewer Development Budget, account no. 552-8200-8206-3890.
