CLARKE, UTILITIES DIRECTOP�� <br />SUBJECT: AUTHORIZATION FOR ONE LEAD WASTEWATER UTILITIES OPERATOR POSITION <br />IN THE FY01-02 AND FY 02-03 WASTEWATER UTILITIES BUDGET AND APPROVAL <br />OF REQUEST FOR RECRUITMENT AND RATIFICATION OF EMPLOYEE <br />APPOINTMENT TO THE FULL-TIME POSITION OF LEAD WASTEWATER UTILITIES <br />OPERATOR IN THE UTILITIES DEPARTMENT <br />DATE: JULY 19, 2001 <br />BACKGROUND: <br />The Regional Water Quality Control Board and the San Bernardino Public Employees Association have <br />required the City's Wastewater Treatment Plant to employ two Lead Wastewater Utilities Operators since <br />the Plant operates 24/7. This requirement enables the City to have employees with a Grade IV <br />Wastewater Treatment Certification supervising the Wastewater Treatment Plant's weekend, holiday and <br />vacation schedule. <br />DISCUSSION/ANALYSIS: <br />In the FY01-02 and FY02-03 Wastewater Utility's Budget, two Lead Wastewater Utilities Operator <br />positions were funded, but only one position was authorized. The other position was inadvertently <br />omitted from the authorized positions approved by the Colton Utility Authority on June 15, 2001. With <br />the Colton Utility Authority's authorization of the additional Lead Wastewater Utilities Operator position, <br />there will be one vacancy. <br />Recruitment for said position has not been conducted and an eligibility list needs to be established. The <br />candidate chosen will meet the education and experience requirements as specified in the job <br />description. <br />The salary range is $3,179 to $3,865 per month. <br />FINANCIAL IMPACT: <br />Funding for the position is contained in the Enterprise Funds as follows: FY01-02 Wastewater Utility's <br />Budget Account No. 521-8100-8101-1010 (salary) and Account No. 521-8100-8101-1100 (salary related <br />benefits). <br />ENVIRONMENTAL IMPACT: <br />The proper operation of the City's Wastewater Treatment Plant and discharge of its treated effluent to the <br />Santa Ana River is required under the Federal Clean Water Act, and is enforced by the State Regional <br />Water Quality Control Board. Violation of discharge limits can result in fines assessed to the City. <br />Employees operating the Plant must be certified at every level.
